- Representative Snyder moved to adopt the amendment to HB 5619. The motion did not prevail 12-16-0: UNFAVORABLE ROLL CALL Yeas: Reps. Tate, O'Neal, Rogers, Steckloff, Glanville, Edwards, Farhat, Martus, McKinney, Morgan, Snyder and Longjohn. Nays: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele and Robinson. Pass: None. Representative Snyder offered the following amendments to HB 5619: 1. Amend page 180, following line 10, by inserting: (10) ONE-TIME APPROPRIATIONS Election equipment reserve fund $ 43,164,000 GROSS APPROPRIATION $ 43,164,000 Appropriated from: State general fund/general purpose $ 43,164,000 and adjusting the subtotals, totals, and section 201 accordingly. 2. Amend page 277, following line 22, by inserting: "ONE-TIME APPROPRIATIONS Sec. 890. (1) From the funds appropriated in part 1 for the election equipment reserve fund, the MDTMB shall provide assistance that may include centralized procurement and information technology support in the state’s implementation of a uniform voting system and replacement of voting systems in local jurisdictions in accordance with Michigan election law, 1954 PA 116, MCL 168.1 to 168.992. (2) Any principal, interest and earnings deposited into the election administration support fund created under section 21-940 of article 21 and federal help America vote act funds, including any interest and earnings, in accordance with 52 U.S.C. 20901-21145 are appropriated for purposes described in this section. The department shall collaborate with other state departments, as appropriate, on the implementation of a uniform voting system and the state budget director is permitted to make the budgetary or accounting transactions necessary to authorize the utilization of these funds in the department or any collaborating department. (3) The unexpended funds appropriated in part 1 for election equipment reserve fund and this section are designated as a work project appropriation, and any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and shall be available for expenditures for projects under this section until the projects have been completed. The following is in compliance with section 451a of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the project is to support the purchase of election equipment for local units government. (b) The project will be accomplished by utilizing state employees or contracts with service providers, or both. (c) The total estimated cost of the project is $43,164,000.00. (d) The tentative completion date is September 30, 2031.”.
