- Representative Steckloff moved to adopt the amendments to HB 5619. The motion did not prevail 12-15-1: UNFAVORABLE ROLL CALL Yeas: Reps. Tate, O'Neal, Rogers, Steckloff, Glanville, Edwards, Farhat, Martus, McKinney, Morgan, Snyder and Longjohn. Nays: Reps. Bollin, Maddock, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele and Robinson. Pass: Rep. Phil Green. Representative Rogers offered the following amendments to HB 5619: 1. Amend page 423, following line 24, by inserting: Home help caregiver council--FTEs 3.0 $ 2,000,000 Nursing facility staffing initiative 10,000,000 2. Amend page 424, following line 1, by inserting: Federal revenues: Total other federal revenues 1,000,000 3. Amend page 424, following line 2, by inserting: Total private revenues 10,000,000 and adjusting the subtotals, totals, and section 201 accordingly. 4. Amend page 529, following line 29, by inserting: "Sec. 1911. Unexpended and unencumbered funds appropriated in part 1 for nursing facility staffing initiative are designated as work project appropriations. Any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and will be available for projects under this section until the work project has been completed. The following is in compliance with section 451a of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the work project is to address chronic workforce shortages in nursing facilities. (b) The work project will be accomplished using state resources or contracts with service providers, or both. (c) The total estimated completion cost of the work project is $10,000,000.00. (d) The tentative completion date for the work project is September 30, 2031. Sec. 1913. Unexpended and unencumbered funds appropriated in part 1 for home help caregiver council are designated as work project appropriations. Any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and will be available for projects under this section until the work project has been completed. The following is in compliance with section 451a of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the work project is to support the home help caregiver council and related activities, fulfilling the requirements of the home help caregiver council act as part of 2024 PA 144. (b) The work project will be accomplished using state resources or contracts with service providers or other entities. (c) The total estimated completion cost of the work project is $2,000,000.00. (d) The tentative completion date for the work project is September 30, 2031.". 5. Amend page 537, line 13, after "$" by striking out "59,047,200" and inserting "69,047,200". 6. Amend page 537, line 16, after "program" by striking out "7,268,700" and inserting "12,268,700" and adjusting the subtotals, totals, and section 201 accordingly.
