Gast Appropriations Room. A summary of the meeting is as follows: 1. Adopted the (S-1) version of SB 873 (Sen. Schmidt). 2. Adopted the (S-1) version of SB 875 (Sen. Schmidt). The Chair called the meeting to order at 2:00 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Theis, Sen.(s) Horn, Bumstead, Runestad and Daley, a quorum was present. The Chair entertained a motion by Sen. Horn to adopt the meeting minutes from February 25, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Bumstead to adopt the (S-1) version of SB 873. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Bumstead, Runestad, and Daley. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Horn to adopt the (S-1) version of SB 875. The vote was as follows: Yeas: Chair Theis, Sen.(s) Horn, Bumstead, Runestad, and Daley. Nays: None The motion prevailed and the (S-1) was adopted. Executive Order Number 2020-84 – Rescission of Executive Order 2020-50 - Enhanced protections for residents and staff of long-term care facilities during the COVID-19 pandemic. The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Lucido, Theis and Irwin, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Theis to excuse absent members from the meeting. Without objection, Sen. MacDonald was excused. The Chair entertained a motion by Sen. The Chair brought up Executive Order Number 2020-84 – Rescission of Executive Order 2020-50 - Enhanced protections for residents and staff of long-term care facilities during the COVID-19 pandemic. Sen. Lucido requested the committee receive accurate information concerning the number of COVID-19 patients living in or transferred to long-term care (and similar) facilities, the number of patients in said facilities that passed away either in the facility or after being transferred to another medical care facility. In an effort to prevent the spread of the COVID-19 virus, the Senate Committee on Oversight initiated a Zoom meeting to allow speakers to present testimony remotely. All presenters spoke via Zoom. The Chair invited Deanna Mitchell, Executive Director of Senior Care Resources, LeadingAge Michigan to address the committee. Member questions and discussion followed concerning: interactions LeadingAge had with State Departments and the Executive Office regarding the E.O. 2020-50; definitions of the different types of long-term care facilities; regional hubs; guidance received by LeadingAge members regarding support and implementation of E.O. 2020-50; best practices concerning dedicated COVID-19 patient treatment areas; air ventilation systems in long-term care facilities; departmental inspections; obtaining PPE and medications and local fire Marshall decisions. The Chair invited Melissa Samuel, President/CEO and Rich Farran, V.P. Government Services of the Health Care Association of Michigan (HCAM) to address the committee. Member questions and discussion followed concerning: HCAM communication with state departments; development of regional hubs; classification of care facilities in E.O. 2020-50; COVID-19 reporting; regional health care centers; obtaining PPE; mandate on accepting COVID-19 patients; dedicated COVID-19 units; facility inspections; COVID-19 testing in facilities and for staff. The committee requested copies of all inspection reports. Due to time constraints, Salli Pung, Michigan Long-Term Care Ombudsman was unable to testify this day.
