ALBERT CHAIR COMMITTEE MEETING MINUTES Wednesday, January 27, 2021 9:00 AM Room 352, House Appropriations, State Capitol Building The House Committee on Appropriations was called to order by the Chair Albert. The Clerk read a letter from House Speaker Jason Wentworth which appointed members of the House Committee on Appropriations. The Chair requested attendance be called: Present: Reps. Albert, Whiteford, Allor, Brann, Hornberger, VanSingel, Yaroch, Bollin, Glenn, Huizenga, Lightner, Maddock, Slagh, VanWoerkom, Beson, Borton, Fink, Tate, Hammoud, Peterson, Sabo, Tyrone Carter, Hood, Cynthia Johnson, Brabec, O'Neal, Steckloff, Thanedar, Weiss. Absent: None. Excused: None. Chair Albert stated that the committee would follow the committee rules, as prescribed in Chapter 4 of the House Rules. Wendy Block, representing the Michigan Chamber of Commerce, and Scott Ryan, representing Gentex, gave a presentation on the effect of COVID-19 orders on businesses. Questions and discussion followed. John McNamara, representing the Michigan Restaurant and Lodging Association, gave a presentation on the effect of COVID-19 on restaurants in Michigan. Questions and discussion followed. Jeff Lobdell, representing Restaurant Partners Management and Nya Marshall, representing Ivy Kitchen and Cocktails, joined to answer questions. Brian Calley, representing the Small Business Association of Michigan, and Ginny Sherrow, owner of Fenton Winery and Brewery, gave a presentation on the effect of COVID-19 orders on their businesses. Questions and discussion followed. Charlie Owens, representing the National Federation of Independent Businesses, gave a presentation on the effect of COVID-19 restrictions on their industry. Representative Hornberger moved to adopt room 352 State Capitol Building, at the call of the Chair, as the normal time and location for meetings of the House Committee on Appropriations. The Chair laid HB 4047, HB 4048 and HB 4049 before the committee: HB 4047 (Rep. Beson) A bill to make, supplement, and adjust appropriations for various state departments and agencies for the fiscal year ending September 30, 2021; and to provide for the expenditure of the appropriations. HB 4048 (Rep. Paquette) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 11 (MCL 388.1611), as amended by 2020 PA 165, and by adding sections 11n, 23b, 23c, 23d, 98b, and 104a. HB 4049 (Rep. Hornberger) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2253 and 2453 (MCL 333.2253 and 333.2453), section 2253 as amended by 2006 PA 157, and by adding section 2453a. Representative Paquette and Hornberger introduced the bills. Questions and discussion followed. Representative Beson introduced HB 4047. Questions and discussion followed. Ben Gielczyk, representing the House Fiscal Agency, testified on HB 4047. John McNamara, representing the Michigan Restaurants and Lodging Association, submitted a card in support of the bills, but due to time was unable to speak. The agenda summary is as follows: 1. Adopted the 2021-2022 Families, Seniors, and Veterans Committee Rules. 2. Testimony regarding SB 10 (Sen. Theis). The Chair called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Bizon, Sen.(s) Runestad, Johnson, Zorn, Bullock and Alexander, a quorum was present. The Chairman entertained a motion by Sen. Bullock to adopt the committee rules for the 2021-2022 legislative session. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Runestad, Johnson, Zorn, Bullock, and Alexander. Nays: None The motion prevailed and the rules were adopted. The Chairman invited Senator Theis to summarize Senate Bill 10. The Chair invited the following individuals to present testimony regarding SB 10: Joseph Riker, Livingston County Veterans Services Board – Support Fred Schaible, Department of Military and Veterans Affairs – Support Mark Sutton, American Legion – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 10: Meghan Keit-Corrion, Michigan Association of Counties – Support The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Barrett was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
