The agenda summary is as follow: 1. Adoption of the 2021-2022 Committee Rules. 2. Reported SB 119 (McBroom) with recommendation. 3. Reported SB 106 (VanderWall) with recommendation. The Chair called the meeting to order at 8:35 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Bumstead to adopt the committee rules. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, and McCann Nays: None The motion prevailed and the rules were adopted. The Chair summarized SB 119 for the committee. Member questions and discussion followed. The Chair read the cards of those individuals not wishing to present testimony regarding SB 119: Nicole Nystrom, Aquila Resources - Support The Chair entertained a motion by Sen. Bumstead to report SB 119 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, and McCann Nays: None The motion prevailed and the bill was reported. The committee went at ease from 8:44 a.m. to 9:02 a.m. while awaiting Sen. VanderWall to arrive from another meeting. The Chair invited Sen. VanderWall to summarize SB 106 for the committee. At 9:10 a.m., Sen. Schmidt entered the meeting. Sen. VanderWall continued his testimony regarding SB 106 and member questions and discussion followed. The Chair invited the following individuals to present testimony regarding SB 106 via Zoom: Dave Johnson, Upper Peninsula Sportsman's Alliance – Oppose. Member questions followed. Craig Brunet, Michigan Department of Natural Resources – Oppose. Member questions followed. The committee went at ease from 9:31 a.m., to 9:32 a.m. Testimony on SB 106 continued with Rory Mattson, Delta Conservation District – Support. Member questions followed. The Chair read the cards of those individuals not wishing to present testimony regarding SB 106: Andrew Vermeesch, Michigan Farm Bureau - Support The Chair entertained a motion by Sen. Schmidt to report SB 106 to the floor with recommendation that is pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, and Schmidt Nays: Sen. McCann The motion prevailed and the bill was reported. There being no further business before the committee, the Chair entertained a motion by Sen. Outman to adjourn the committee.
