The agenda summary is as follows: 1. Testimony regarding HB 4134 (Rep. Bollin). 2. Testimony regarding HB 4492 (Rep. Bollin). 3. Reported SB 280 (S-1) (Sen. Johnson) with recommendation and immediate effect. 4. Reported SB 306 (S-1) (Sen. Victory) with recommendation and immediate effect. The Chair called the meeting to order at 2:02 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from June 23, 2021. Without objection, the minutes were adopted. The Chair invited Davis Grimm, of Rep. Bollin's office, to summarize HB 4134 and HB 4492. The Chair invited the following individuals to present testimony regarding HB 4134 and HB 4492: Chris Swope, Michigan Association of Municipal Clerks and Council of Election Officials – Support The Chair invited the following individuals to present testimony regarding HB 4134: Anthony Essmaker, Canton Deputy Clerk – Support Namrata Carolan, Hillsdale County – Oppose Adam Reames, Michigan Department of State – Oppose James Johnson, Pure Integrity for Michigan Elections – Neutral The Chair invited the following individuals to present testimony regarding HB 4492: James Johnson, Pure Integrity for Michigan Elections – Support Adam Reames, Michigan Department of State – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4134 and HB 4492: Page 1 of 3 Judy Allen, Michigan Townships Association – Support Shira Roza, Promote the Vote – Oppose The Chair offered (S-1) versions of SB 280 and SB 306. McBroom to adopt the (S-1) version of SB 280. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-1) version of SB 280 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom and VanderWall Nays: Sen. Wojno The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 280 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. McBroom to adopt the (S-1) version of SB 306. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-1) version of SB 306 to the floor with recommendation that it pass. The Chair made a motion to recommend immediate effect for SB 306 (S-1). Without objection, immediate effect was recommended.
