Gast Appropriations Room 3rd Floor, Capitol Building 100 S. Capitol Avenue Lansing, MI 48933 The House Oversight Committee was meeting jointly with the Senate Oversight Committee. The House Committee on Oversight was called to order by the Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, Yaroch, O'Malley, Brixie, LaGrand, Young. Absent: None. Excused: None. Representative Outman moved to adopt the meeting minutes from December 9, 2021. There being no objection, the motion prevailed by unanimous consent. At 10:30 AM, the Chair laid the committee at ease. At 10:31 AM, the Chair called the committee back to order. The Chair laid HB 5528, HB 5549, HB 5550, HB 5551, HB 5552, HB 5553 and HB 5554 before the committee: HB 5528 (Rep. Outman) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 62a. HB 5549 (Rep. Steven Johnson) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 32f. HB 5550 (Rep. Outman) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 10b. HB 5551 (Rep. Hoitenga) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 62 (MCL 421.62), as amended by 2017 PA 231. HB 5552 (Rep. O'Malley) A bill to create the office of the unemployment citizens' advocate to provide a process for investigating certain complaints; to provide for the powers and duties of certain state governmental officers and entities; and to provide for penalties and remedies. HB 5553 (Rep. Lightner) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 32 (MCL 421.32), as amended by 2020 PA 258, and by adding section 32g. Julia Dale, representing the Michigan Unemployment Insurance Agency, and Todd Cook, representing the Michigan Department of Labor and Economic Opportunity, testified in regard to the results of an investigation conducted by Deloitte and Touche LLP into imposter fraud and intentional misrepresentation payments made by the Unemployment Insurance Agency. Questions and discussion followed. There being no further business before the committee, Rep. Steven Johnson adjourned the meeting at 12:52 PM. Gast Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Results of an investigation conducted by Deloitte and Touche LLP into imposter fraud and intentional misrepresentation payments made by the Unemployment Insurance Agency. Chair S. Johnson called the House Committee on Oversight to order at 10:30 a.m. He instructed the House Clerk to call the roll. A quorum was present. Chair S. Johnson entertained a motion by Rep. Outman to adopt the previous meeting minutes. Without objection, the minutes were adopted. From 10:30 a.m. to 10:31 a.m., Chair S. Johnson recessed the House Committee on Oversight. Chair McBroom called the Senate Committee on Oversight to order at 10:31 a.m. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon, Wozniak, Irwin and Chang, a quorum was present. Chair McBroom invited the committees to recite the Pledge of Allegiance. Chair McBroom entertained a motion by Sen. Theis to adopt the meeting minutes from December 7, 2021. Without objection, the minutes were adopted. At 10:31 a.m., Chair McBroom recessed the Senate Committee on Oversight for the House Committee on Oversight to vote on a series of bills referred to that committee. At 10:43 a.m., the Senate Committee on Oversight reconvened. Chair McBroom summarized the days agenda, gave opening comments and invited Chair S. Johnson to give opening comments. Page 1 of 2 Chair McBroom invited UIA Director Julia Dale, accompanied by Todd Cook, Director of Legislative Affairs, Michigan Department of Labor and Economic Opportunity, to give the Committees a presentation regarding the results of an investigation conducted by Deloitte and Touche LLP into imposter fraud and intentional misrepresentation payments made by the Unemployment Insurance Agency. Member questions and discussion followed. Both Director Dale and Mr. Cook responded to member questions. Members requested additional information and follow-up from Director Dale. There being no further business before the House Committee on Oversight, Chair S. Johnson moved to adjourn the committee. Without objection, the committee was adjourned at 12:52 p.m. There being no further business before the Senate Committee on Oversight, Chair McBroom entertained a motion by Sen.
