STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Wednesday, April 13, 2022 3:00 PM Room 519, House Office Building The House Oversight Committee was meeting jointly with the Senate Oversight Committee. The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, Yaroch, O'Malley, Brixie, Young. Absent: Rep. LaGrand. Excused: Rep. LaGrand. At 3:06 PM, the Chair laid the committee at ease. At 3:07 PM, the Chair called the committee back to order. The Chair laid the discussion on the Office of the Auditor General Performance Audit Report Personnel Management Process During the COVID-19 Pandemic Unemployment Insurance Agency, Department of Labor and Economic Opportunity, March 2022 #186-0310-21 before the committee. Bryan Weiler and Scot Hazel, representing the Office of the Auditor General, testified in regard to the Office of the Auditor General Performance Audit Report Personnel Management Process During the COVID-19 Pandemic Unemployment Insurance Agency, Department of Labor and Economic Opportunity, March 2022 #186-0310-21. Questions and discussion followed. Julia Dale, representing the Michigan Unemployment Insurance Agency, and Todd Cook, representing the Michigan Department of Labor and Economic Opportunity, testified in regard to the Office of the Auditor General Performance Audit Report Personnel Management Process During the COVID-19 Pandemic Unemployment Insurance Agency, Department of Labor and Economic Opportunity, March 2022 #186-0310-21. Questions and discussion followed. Representative Outman moved to excuse Representative LaGrand from the meeting. There being no objection the motion prevailed by unanimous consent. BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES April 13, 2022 A joint meeting of the Senate Committee on Oversight and the House Committee on Oversight was scheduled for Wednesday, April 13, 2022, at 3:00 p.m., in room 519 of the House Office Building. The agenda summary is as follows: 1. Presentation from the Office of the Auditor General regarding the Auditor General Performance Audit Report on Personnel Management Processed During the COVID-19 Pandemic, Unemployment Insurance Agency, Department of Labor and Economic Opportunity, March 2022, #186-0310-21. Chair S. Johnson called the House Committee on Oversight to order at 3:06 p.m. He instructed the House Clerk to call the roll. A quorum was present. From 3:06 p.m. to 3:07 p.m. Chair S. Johnson recessed House Committee on Oversight. Chair McBroom called the Senate Committee on Oversight to order at 3:06 p.m. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon, Wozniak, Irwin and Chang, a quorum was present. Chair McBroom entertained a motion by Sen. Theis to adopt the meeting minutes from March 22, 2022. Without objection, the minutes were adopted. Chair S. Johnson summarized the days agenda and gave opening comments. Chair S. Johnson invited the following individuals from the Office of the Auditor General to give the committee a presentation regarding the Performance Audit Report Personnel Management Processes During the COVID- 19 Pandemic, Unemployment Insurance Agency, Department of Labor and Economic Opportunity, March 2022, #186-0310-21: Bryan Weiler, CFE Chief Investigator Scot Hazel, CFE, Investigative Audit Manager The OAG Audit report findings were addressed individually and member questions and discussion followed the summary of each finding. Page 1 of 2 Chair S. Johnson invited Julia Dale, Director of the Michigan Unemployment Insurance Agency to respond to the Auditor General's report findings. Director Dale addressed the findings individually and member questions and discussion followed her reply to the summary of each finding. There being no further business before the Senate Committee on Oversight, Chair McBroom moved to adjourn the committee. Without objection, the committee was adjourned at 5:42 p.m.. Representative Anthony moved to adopt the meeting minutes from March 24, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5477 before the committee: HB 5477 (Rep. Stone) A bill to regulate the preparation, distribution, and sale of kratom products; to prohibit the preparation, distribution, and sale of adulterated or contaminated kratom products; to provide for the powers and duties of certain state governmental officers and entities; to prescribe fines and penalties; and to provide remedies.
