JIM LILLY CHAIR COMMITTEE MEETING MINUTES Wednesday, April 13, 2022 12:00 PM Room 352, House Appropriations, State Capitol Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: None. Excused: None. Representative Anthony moved to adopt the meeting minutes from March 24, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5477 before the committee: HB 5477 (Rep. Stone) A bill to regulate the preparation, distribution, and sale of kratom products; to prohibit the preparation, distribution, and sale of adulterated or contaminated kratom products; to provide for the powers and duties of certain state governmental officers and entities; to prescribe fines and penalties; and to provide remedies. Representative Clements moved to adopt substitute (H-2) to HB 5477. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Nays: None. Pass: None. Representative Stone testified in support of HB 5477. Mac Haddon, representing the American Kratom Association, testified in support of HB 5477. Questions and discussion followed. The following people submitted a card in support of HB 5477, but did not wish to speak: Dawn Kettinger, representing the Michigan Nurses Association. Charlene McGunn, representing licensed psychologists. Karen Wood, representing the MyCare Health Center. Mark Kilgore, a recovery coach, representing prevention specialists. Ryan Reblin, representing prevention specialists. Mike Tobias, a recovery coach, representing the Prevention Network. Chris Sexton, representing peer recovery. Berni Nowakowski, representing himself. Wendy Chamberlain, representing her son - kratom related death -. Jane Reagan, representing her nephew - kratom related death -. Michelle Hetherington, a former kratom addict, representing herself. Representative Clements moved to report out HB 5477 with recommendation, as substitute (H-2). The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps.
