Gast Senate Appropriations Room of the Capitol building. The agenda summary is as follows: 1. Adopted 2025-2026 Appropriations Committee Rules 2. Reported SB 55 with recommendation and immediate effect 3. Reported SB 56 with recommendation and immediate effect The Chair called the meeting to order at 12:00 pm. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman, and Theis, a quorum was present. The Chair made a motion, supported by Sen. McCann, to adopt the 2025-2026 Appropriations committee rules, the vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman, and Theis Nays: None The motion passed, and committee rules were adopted. The Chair invited Josh Sefton of the Senate Fiscal Agency to summarize SB 55 and SB 56 for the committee. The following cards were tuned in regarding SB 55, not wishing to speak: Christine Shearer, MI Association of Health Plans – Support The Chair entertained a motion by Sen. Cherry, supported by Sen. Bayer to report SB 55 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, and McMorrow Nays: Sen.(s) Bumstead, Albert, Damoose, Outman, and Theis Pass: Sen. Huizinga The motion passed, and the bill was reported. Page 2 of 2 The Chair entertained a motion by Sen. Hertel, supported by Sen. Shink to recommend immediate effect for SB 55. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. McMorrow, supported by Sen. Klinefelt to report SB 56 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, and McMorrow Nays: Sen.(s) Bumstead, Albert, Damoose, Huizinga, Outman, and Theis The motion passed, and the bill was reported. The Chair entertained a motion by Sen. Santana, supported by Sen. Cavanagh to recommend immediate effect for SB 56. Without objection, immediate effect was recommended. The Chair made a motion, supported by Sen. McCann, to excuse absent members from today's meeting. Without objection, Sen. Camilleri was excused. There being no further business before the committee, the Chair entertained a motion by Sen. Bumstead, supported by Sen. Bayer, to adjourned the committee. Without objection, the committee was adjourned at 12:15pm.

The agenda summary is as follows: 1. Adopted the 2025-2026 Committee Rules. 2. Testimony regarding SB 23 (Sen. Hertel). The Chair called the meeting to order at 2:01 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Hoitenga, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the 2025-2026 Senate Committee on Local Government Committee Rules. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Hoitenga Nays: None The motion prevailed and the rules were adopted. The Chair brought up SB 23, and invited Sen. Hertel to summarize the bill. Bayer to excuse absent members from the meeting. Without objection, Sen. Daley was excused from the meeting.
