BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 DRAFT COMMITTEE MEETING MINUTES April 10, 2025 A meeting of the Senate Appropriations Subcommittee on Corrections and Judiciary was scheduled for Thursday, April 10, 2025, at 1:30 p.m. in the Room 1300 of the Binsfeld Office Building. The Chair called the meeting to order at 1:30 p.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Irwin and Outman The Chair entertained a motion by Senator Irwin to adopt the meeting minutes from March 20, 2025. Without objection, the minutes were adopted. The Chair entertained a motion by Senator Irwin to excuse absent members from the meeting. Without objection, Senator Santana was temporarily excused from the meeting. The Chair invited the following individuals to present testimony regarding Nation Outside and expansion of their reentry programs: Cecilia Zavala – Executive Director Scott Dane - Director of Administration Senator Santana asked about the impact on their programs if funding was reduced. Senator Outman asked about the average gap between release from prison and gainful employment. At 1:37 p.m., Senator Santana entered the meeting. The Chair invited the following individuals to present testimony regarding reentry programs provided by Flip the Script: Dan Varner – President and CEO Greg Anderson – Vice President for Workforce Development Senator Shink asked questions regarding the new opportunities being offered. Senator Outman asked about the types of offenses committed by their program participants. Senator Santana asked about the reduction of services in Wayne County if program is expanded into other areas. Page 2 of 2 The Chair invited the following individuals to present testimony regarding programs provided by Chance for Life: Thomas Adams - President Felicia Dyer and Julio Martinez – Program Participants No questions were asked by members. The Chair invited the following individuals to present testimony regarding nonpayment for ambulance services provided to the MDOC: Ron Slagell – President and CEO, Huron Valley Ambulance Jeff White – Chief, Richmond and Lenox Township EMS No questions were asked by members. The Chair invited Kyle Kaminski from the Department of Corrections to answer member questions regarding nonpayment for ambulance services provided to the MDOC. He discussed how the Department of Corrections is currently in litigation over the matter. There being no further business before the committee, the Chair made a motion, supported by Senator Santana, to adjourn the committee at 2:55 p.m. Without objection, the committee was adjourned.

The agenda summary is as follows: 1. Testimony regarding SB 147 (Sen. Santana). 2. Testimony regarding SB 160 (Sen. Shink). The Chair called the meeting to order at 11:08 a.m. A quorum was not present. The Chair brought up SB 147, and invited Sen. Santana to summarize the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 147: Brad Thompson, CEO, Detroit Legal News Publishing – Support The cards were read of those individuals not wishing to present testimony regarding SB 147: Lisa McGraw, American Courts and Commercial Newspapers and Public Notice Resource Center – Support James Tarrant, Michigan Press Association – Support At 11:13 a.m., the Chair recessed the committee. Sen. Shink entered the meeting at 11:30 a.m., a quorum was now present. At 11:32 a.m., the Chair reconvened the committee. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Irwin and Santana, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from March 18, 2025. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen.(s) Wojno, Runestad and Johnson were excused from the meeting. The Chair brought up SB 160, and invited Sen. Shink to summarize the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 160: Elizabeth Bransdorfer, Family Law Division, State Bar of Michigan Bar – Support Liisa Speaker, Family Law Division, State Bar of Michigan - Support There being no further business before the committee, the Chair moved to adjourn the committee.
