BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 **DRAFT** COMMITTEE MEETING MINUTES April 10, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, April 10, 2025, at 11:00 a.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 147 (Sen. Santana). 2. Testimony regarding SB 160 (Sen. Shink). The Chair called the meeting to order at 11:08 a.m. A quorum was not present. The Chair brought up SB 147, and invited Sen. Santana to summarize the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 147: Brad Thompson, CEO, Detroit Legal News Publishing – Support The cards were read of those individuals not wishing to present testimony regarding SB 147: Lisa McGraw, American Courts and Commercial Newspapers and Public Notice Resource Center – Support James Tarrant, Michigan Press Association – Support At 11:13 a.m., the Chair recessed the committee. Sen. Shink entered the meeting at 11:30 a.m., a quorum was now present. At 11:32 a.m., the Chair reconvened the committee. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Irwin and Santana, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from March 18, 2025. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen.(s) Wojno, Runestad and Johnson were excused from the meeting. The Chair brought up SB 160, and invited Sen. Shink to summarize the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 160: Elizabeth Bransdorfer, Family Law Division, State Bar of Michigan Bar – Support Liisa Speaker, Family Law Division, State Bar of Michigan - Support There being no further business before the committee, the Chair moved to adjourn the committee.
