RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, July 15, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Wooden, Koleszar and Xiong. Absent: Rep. Pavlov. Excused: Rep. Pavlov. Representative Fox moved to adopt the meeting minutes from July 01, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid a presentation by Patrick Colbeck before the committee. Patrick Colbeck gave a presentation on regaining confidence in election results. Questions and discussions followed. The Chair laid HB 4642 before the committee: HB 4642 (Rep. Rigas) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 15 (MCL 169.215), as amended by 2015 PA 269. Representative Rigas testified in support of HB 4642. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Bruck, Kunse, Neyer, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Grant and Miller. Absent: Reps. Carra, Prestin, Andrews and Wilson. Excused: Reps. Carra, Prestin, Andrews and Wilson. Representative Herzberg moved to adopt the meeting minutes from June 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4349 before the committee: HB 4349 (Rep. DeBoyer) A bill to amend 1909 PA 279, entitled "The home rule city act," (MCL 117.1 to 117.38) by adding section 5l. Representative DeBoyer, testified in support of HB 4349. Questions and discussions followed. Chair Outman laid before the committee a presentation from the Michigan Department of Transportation (MDOT). Gregg Brunner and Patrick McCarthy, both representing MDOT, gave a presentation on Road Building Standards, Financial Bonding & Prequalification in Michigan. Questions and discussion followed. The Chair laid HB 4674 before the committee: HB 4674 (Rep. Outman) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 236 (MCL 257.236), as amended by 2024 PA 2. At 1:18 PM, the Chair laid the committee at ease. At 1:19 PM, Majority Vice Chair Alexander called the committee back to order. Chair Outman testified in support of HB 4674. David Handsor, representing the Michigan Department of State, joined Chair Outman in support of HB 4674.
