- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, July 15, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Wooden, Koleszar and Xiong. Absent: Rep. Pavlov. Excused: Rep. Pavlov. Representative Fox moved to adopt the meeting minutes from July 01, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid a presentation by Patrick Colbeck before the committee. Patrick Colbeck gave a presentation on regaining confidence in election results. Questions and discussions followed. The Chair laid HB 4642 before the committee: HB 4642 (Rep. Rigas) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 15 (MCL 169.215), as amended by 2015 PA 269. Representative Rigas testified in support of HB 4642. Questions and discussions followed. The following people submitted a card in support of HB 4642, but did not wish to speak: Melany Macey, representing Promote the Vote. Howard Green, representing themselves. Sandra Carolan, representing voters. Sheree Ritchie, representing Pure Integrity Michigan Elections. Dee Davey, representing the Salem Meet Up. Hoadley) A bill to amend 1909 PA 279, entitled "The home rule city act," (MCL 117.1 to 117.38) by adding section 3c. Representative Hoadley moved to report out HB 4358 with recommendation. The Chair laid HB 4359 before the committee: HB 4359 (Rep. Outman) A bill to amend 1895 PA 3, entitled "The general law village act," by amending sections 4, 5, and 13 of chapter II and section 3 of chapter V (MCL 62.4, 62.5, 62.13, and 65.3), sections 4 and 5 of chapter II and section 3 of chapter V as amended by 2012 PA 551 and section 13 of chapter II as amended by 2003 PA 305. Representative Outman moved to report out HB 4359 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Wooden, Koleszar and Xiong. Nays: None. Pass: None. The Chair laid HB 4698 before the committee: HB 4698 (Rep. Alexander) A bill to amend 1909 PA 278, entitled "The home rule village act," (MCL 78.1 to 78.28) by adding section 24e. Representative Alexander moved to report out HB 4698 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Wooden, Koleszar and Xiong. Nays: None. Pass: None. The Chair laid HB 4699 before the committee: HB 4699 (Rep. Fox) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 362 and 370 (MCL 168.362 and 168.370), section 362 as amended by 1980 PA 112 and section 370 as amended by 2022 PA 104. Representative Fox moved to excuse Representative Pavlov from the meeting. There being no objection the motion prevailed by unanimous consent.
