RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, February 3, 2026 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Absent: Rep. Wooden. Excused: Rep. Wooden. Representative Hoadley moved to adopt the meeting minutes from December 9, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5467 before the committee: HB 5467 (Rep. Smit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 165, 169, 195, 198, 255, 260, 352, and 357 (MCL 168.165, 168.169, 168.195, 168.198, 168.255, 168.260, 168.352, and 168.357), sections 165, 195, 198, 255, 352, and 357 as amended by 2012 PA 276 and section 169 as amended by 1990 PA 7. At 9:05 AM, the Chair laid the committee at ease. At 9:06 AM, Majority Vice Chair Fox called the committee back to order. Chair Smit testified in support of HB 5467. Questions and discussions followed. Lisa Brown, the Oakland County Clerk, testified in support of HB 5467. Majority Vice Chair Fox laid HB 5468 before the committee: HB 5468 (Rep. Smit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 303, 386, 544c, and 590h (MCL 168.303, 168.386, 168.544c, and 168.590h), sections 303, 544c, and 590h as amended by 2018 PA 650 and section 386 as amended by 2014 PA 94, and by adding section 544g. Chair Smit testified in support of HB 5468. Questions and discussions followed. At 9:23 AM, Majority Vice Chair Fox laid the committee at ease. At 9:24 AM, the Chair called the committee back to order.
