- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 3, 2026 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Hope and Koleszar. Absent: Reps. Wortz, Herzberg, Andrews, Grant, Miller and Wilson. Excused: Reps. Wortz, Herzberg, Andrews, Grant, Miller and Wilson. Representative Alexander moved to adopt the meeting minutes from January 27, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5325, HB 5326 and HB 5327 before the committee: HB 5325 (Rep. Tyrone Carter) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," (MCL 259.301 to 259.331) by adding section 8a. HB 5326 (Rep. BeGole) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," (MCL 259.301 to 259.331) by adding section 8. HB 5327 (Rep. Herzberg) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," by amending section 22 (MCL 259.322). Representative Bruck moved to adopt substitute (H-2) to HB 5325. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Hope and Koleszar. Nays: None. Pass: None. Representative Bruck moved to adopt substitute (H-2) to HB 5326. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Hope and Koleszar. Nays: None. Pass: None. Representative Bruck and Representative BeGole testified in support of HB 5325, HB 5326 and HB 5327. Questions and discussions followed. Tony Buffa, Deputy Jake Bouchard, and Sgt. Zach Charles, representing the Oakland County Sheriff, testified in support of HB 5325 and HB 5326. Questions and discussions followed. Michael Healander, representing Airspace Link, testified in support of HB 5325 and HB 5326. Questions and discussions followed. Matt Rybar, representing the Michigan Drone Association, testified in support of HB 5325 and HB 5326 and in opposition to HB 5327. Questions and discussions followed. The following person submitted a card in support of HB 5325, HB 5326 and HB 5327, but did not wish to speak: Matt Saxton, Executive Director, representing the Michigan Sheriffs' Association. Representative Frisbie moved to excuse Representatives Wortz, Herzberg, Andrews, Grant, Miller and Wilson from the meeting. There being no objection the motion prevailed by unanimous consent.
