TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 11, 2024 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Neyer. Absent: Rep. Bierlein. Excused: Rep. Bierlein. Representative Liberati moved to adopt the meeting minutes from May 21, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5661 and HB 5662 before the committee: HB 5661 (Rep. McFall) A bill to regulate the online sale of tickets for entertainment events; to prohibit certain methods, acts, and practices in the sale or purchase of tickets for entertainment events; and to prohibit the use of a bot to make certain purchases for tickets for entertainment events. HB 5662 (Rep. Filler) A bill to provide for certain investigations for violating the event online ticket sales act; to prescribe the powers and duties of certain state agencies and departments; and to prescribe civil sanctions and provide certain remedies. Representative McFall and Representative Filler testified in support of HB 5661 and HB 5662. Questions and discussion followed. Sean Auyash, representing STUBHUB, testified in support of HB 5661 and HB 5662. Questions and discussion followed. Jason Evans and Aaron VanLangevelde, both representing the Michigan Department of Attorney General, testified in support of HB 5661 and HB 5662. Questions and discussion followed. The Chair laid HB 5535 and HB 5536 before the committee: HB 5535 (Rep. Aragona) A bill to amend 1917 PA 273, entitled "An act to regulate and license pawnbrokers that conduct business in this state; to provide for the disposition of allegedly misappropriated property in the possession of pawnbrokers; to provide remedies and prescribe penalties; and to provide for the powers and duties of certain local governmental units and state agencies," by amending the title and section 18 (MCL 446.218), the title as amended by 2018 PA 345. HB 5536 (Rep. Liberati) A bill to amend 1917 PA 273, entitled "An act to regulate and license pawnbrokers that conduct business in this state; to provide for the disposition of allegedly misappropriated property in the possession of pawnbrokers; to provide remedies and prescribe penalties; and to provide for the powers and duties of certain local governmental units and state agencies," by amending sections 8 and 9 (MCL 446.208 and 446.209), section 8 as amended by 2002 PA 469 and section 9 as amended by 2018 PA 345. Representative Aragona and Representative Liberati testified in support of HB 5535 and HB 5536. Mark Aubrey, representing Motor City Pawn Brokers, testified in support of HB 5535 and HB 5536. O'Neal) A bill to amend 1984 PA 431, entitled "The management and budget act," by amending section 237b (MCL 18.1237b), as added by 2002 PA 504. Representative O'Neal testified in support of HB 5654. Irwin) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2022 PA 216. The following person submitted a card in support of SB 789, but did not wish to speak: Daniel Eichinger, representing Ferris State University. Representative Wilson moved to report out SB 789 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Neyer. Nays: None. Pass: None. Representative Liberati moved to excuse Representative Bierlein from the meeting. There being no objection the motion prevailed by unanimous consent.
