The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Kuhn, Steele, Robinson, Farhat, O'Neal, Rogers, Steckloff, Glanville, Edwards, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Absent: None. Excused: None. The Chair laid HB 4392 before the committee: Representative Borton testified in support of HB 4392. Austin Scott, representing the House Fiscal Agency, testified on HB 4392. The following people submitted a card in support of HB 4392, but did not wish to speak: Chris Semrinec, representing the Michigan Department of Natural Resources. Brad Kersten, representing Chesterfield Township. Representative Price offered the following amendments to HB 4392: Wednesday, April 30, 2025 9:00 AM Room 352, State Capitol Building HB 4392 (Rep. Borton) A bill to make, supplement, and adjust appropriations for certain capital outlay projects, community colleges, and the department of natural resources for the fiscal year ending September 30, 2025; to provide for expenditure of the appropriations; and to prescribe certain conditions for the appropriations. 1. Amend page 1, line 3, after “for” by inserting “various state departments and agencies and”. 2. Amend page 2, following line 2, by striking out line 3. 3. Amend page 2, following line 15, by inserting: adjusting the subtotals, totals, and section 201 accordingly, and renumbering the remaining section. 4. Amend page 11, following line 5, by inserting: “ENVIRONMENT, GREAT LAKES, AND ENERGY Sec. 301. The department may increase capacity by a total of 6.0 full-time equated positions for a limited term to develop and manage the climate pollution reduction grant program. Sec. 302. The unexpended funds appropriated in part 1 for executive direction are designated as a work project appropriation. Unencumbered or unallotted funds shall not lapse at the end of the fiscal year and shall be available for expenditures under this section until the project has been completed. The following is in compliance with section 451a(1) of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the project is to reduce climate pollution through the support of renewable ready communities. (b) The project will be accomplished by utilizing state employees, contracts with service providers, or grants. (c) The total estimated cost of the project is $129,104,400.00. (d) The tentative completion date is September 30, 2029.” and renumbering the remaining sections. Representative Price moved to adopt the amendments to HB 4392. The funding must be used for a collaboration of universities and hospitals across this state to develop and implement a model to reduce infant and maternal mortality through best practices, patient incentives and transportation, navigators, and on-site medication distribution.” and renumbering the remaining sections. Jeff White, representing Richmond Lennox EMS, Ron Slagell, representing Emergent Health EMS, and Russ Adams, representing Lapeer County EMS, provided a presentation on Wellpath Services. Amend page 11, following line 5, by inserting: “Sec. 203. Funds appropriated in part 1 must not be expended for utility scale solar or wind development projects.”. Representative Beson moved to adopt the amendment to HB 4392. The motion prevailed 17-3-9: FAVORABLE ROLL CALL Yeas: Reps.
