- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, June 13, 2024 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Wozniak, Mueller, Kunse. Absent: None. Excused: None. Representative Wegela moved to adopt the meeting minutes from May 23, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 571 before the committee: SB 571 (Sen. Cherry) A bill to amend 2023 PA 10, entitled "An act to require prevailing wages and fringe benefits on state projects; to establish the requirements and responsibilities of contracting agents and bidders; to make appropriations for the implementation of this act; and to prescribe penalties," by amending the title and sections 1, 2, 8, and 22 (MCL 408.1101, 408.1102, 408.1108, and 408.1122) and by adding sections 2a and 25a. Representative Haadsma moved to adopt substitute (H-1) to SB 571. The motion prevailed 7- 3-0: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela. Nays: Reps. Wozniak, Mueller, Kunse. Pass: None. Senator Cherry testified in support of SB 571. Questions and discussion followed. Jayshona Hicks and Sean Egan, representing the Michigan Department of Labor and Economic Opportunity, testified with no position on SB 571. Questions and discussion followed. Ryan Charney and Aaron Pangborn, representing the International Brotherhood of Electrical Workers, testified in support of SB 571. Questions and discussion followed. Robert Joerg, representing the Laborers' International Union of North America, testified in support of SB 571. Questions and discussion followed. Mentzer) A bill to require certain employers to post information related to services for veterans; and to provide for the powers and duties of certain state governmental offices and entities. Representative Mentzer, Eric Phillips, and Tyson Jackson, representing the United Steelworkers Union, testified in support of HB 5736. Questions and discussion followed. The following people submitted a card in support of HB 5736, but did not wish to speak: Ryan Sebolt, representing the Michigan American Federation of Labor and Congress of Industrial Organizations.
