YOUNG CHAIR COMMITTEE MEETING MINUTES Tuesday, June 18, 2024 12:00 PM Room 326, House Office Building The House Committee on Families, Children and Seniors was called to order by Chair Young. The Chair requested attendance be called: Present: Reps. Young, Coffia, Glanville, Arbit, Edwards, MacDonell, Wozniak, Fox, Johnsen, Thompson. Absent: None. Excused: None. Representative Thompson joined the committee remotely. Representative Glanville moved to adopt the meeting minutes from May 21, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5781, SB 692, SB 693, SB 694, SB 695 and SB 728 before the committee: HB 5781 (Rep. MacDonell) A bill to amend 2015 PA 160, entitled "Michigan achieving a better life experience (ABLE) program act," by amending section 2 (MCL 206.982). SB 692 (Sen. Singh) A bill to provide for the protection of certain individuals through the licensing and regulation of certain camps and camp programs; to provide for the establishment of standards of certain camps and camp programs; to require the promulgation of rules; to provide for the powers and duties of certain state and local governmental officers and entities; to create the camp licensing fund and to provide for contributions to and expenditures from the fund; to provide certain immunity from liability; and to prohibit certain conduct regarding reporting and provide penalties. SB 693 (Sen. Klinefelt) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 15g of chapter XVII (MCL 777.15g), as amended by 2024 PA 26. SB 694 (Sen. Cavanagh) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending sections 1 and 9 (MCL 722.111 and 722.119), section 1 as amended by 2023 PA 173 and section 9 as amended by 2022 PA 71; and to repeal acts and parts of acts. SB 695 (Sen. Singh) A bill to amend 1979 PA 218, entitled "Adult foster care facility licensing act," by amending sections 3, 5, 7, 13a, 16, 19, 22, and 26a (MCL 400.703, 400.705, 400.707, 400.713a, 400.716, 400.719, 400.722, and 400.726a), sections 3, 5, 7, 13a, and 22 as amended by 2018 PA 557, section 19 as amended by 1992 PA 176, and section 26a as amended by 2018 PA 388. SB 728 (Sen. Hertel) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 2 (MCL 722.622), as amended by 2022 PA 67. Representative MacDonell testified in support of HB 5781. Scott DeVarona, and Robin Lott, representing the Michigan Department of Treasury, testified in support of HB 5781. Questions and discussion followed. The following people submitted a card in support of HB 5781, but did not wish to speak: Todd Culver, representing Incompass Michigan. Amanda West, representing the Michigan Department of Treasury. Senator Singh testified in support of SB 692, SB 693, SB 694, SB 695, and SB 728. Questions and discussion followed. Rob Mass, and James VandenHeuvel, representing the Michigan Department of Lifelong Education, Advancement, and Potential, testified in support of SB 692, SB 693, SB 694, SB 695, and SB 728. Questions and discussion followed. The following people submitted a card in support of SB 692, SB 693, SB 694, SB 695, and SB 728, but did not wish to speak: Mike Frederick, representing the Michigan County Social Services Association. Marnie Triemstra, representing the Michigan Department of Licensing and Regulatory Affairs. There being no further business before the committee, Chair Young adjourned the meeting at 12:56 PM.
