- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, June 20, 2024 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Wegela, Wozniak, Mueller, Kunse. Absent: Rep. Churches. Excused: Rep. Churches. Representative O'Neal moved to adopt the meeting minutes from June 13, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 571 before the committee: SB 571 (Sen. Cherry) A bill to amend 2023 PA 10, entitled "An act to require prevailing wages and fringe benefits on state projects; to establish the requirements and responsibilities of contracting agents and bidders; to make appropriations for the implementation of this act; and to prescribe penalties," by amending the title and sections 1, 2, 8, and 22 (MCL 408.1101, 408.1102, 408.1108, and 408.1122) and by adding sections 2a and 25a. A substitute (H-1) was adopted for SB 571 at the June 13th, 2024 meeting. The following people submitted a card in support of SB 571, but did not wish to speak: Jim Murray, representing Summit Ridge Energy. Joe Henri, representing Dimension Energy. Representative Koleszar moved to report out SB 571 with recommendation, as substitute (H- 1). The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Wegela. Nays: Reps. Wozniak, Mueller, Kunse. Pass: None. At 9:03 AM, the Chair laid the committee at ease. At 9:03 AM, the Chair called the committee back to order. The Chair laid HB 5736 before the committee: HB 5736 (Rep. Mentzer) A bill to require certain employers to post information related to services for veterans; and to provide for the powers and duties of certain state governmental offices and entities. The following person submitted a card in support of HB 5736, but did not wish to speak: Michigan Department of Labor and Economic Opportunity. Representative Mentzer moved to adopt substitute (H-2) to HB 5736. The motion prevailed 6-0-3: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Wegela. Nays: None. Pass: Reps. Wozniak, Mueller, Kunse. Representative Mentzer moved to report out HB 5736 with recommendation, as substitute (H-2). The motion prevailed 6-0-3: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Wegela. Nays: None. Pass: Reps. Wozniak, Mueller, Kunse. Representative Wegela moved to excuse Representative Churches from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Haadsma adjourned the meeting at 9:05 AM.
