HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Wednesday, September 25, 2024 10:30 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Markkanen, Paquette, Wendzel, Johnsen. Absent: None. Excused: None. Representative Churches moved to adopt the meeting minutes from June 18, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 567 and SB 568 before the committee: SB 567 (Sen. Irwin) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1280f (MCL 380.1280f), as amended by 2023 PA 224. SB 568 (Sen. Polehanki) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1531e. The following people submitted a card in opposition to SB 567, but did not wish to speak: Matt Schueller, representing the Michigan Association of Superintendents and Administrators. Jennifer Smith, representing the Michigan Association of School Boards. The following people submitted a card in support of SB 567 and SB 568, but did not wish to speak: Noah Smith, representing the Michigan Association of School Social Workers. Noah Smith, representing the Michigan Association of School Psychologists. Sara Ismail, representing the Arab Community Center for Economic and Social Services. Dr. Sheryl Kennedy, representing the Michigan Department of Education. Beth DeShone, representing the Great Lakes Education Project Education Fund. Matt Gillard, representing Michigan's Children. Marsha Chance, representing the Michigan Dyslexia Institute. Susan Schmidt, representing the International Dyslexia Association- Michigan Branch. The following person submitted a card in opposition to SB 567 and SB 568, but did not wish to speak: John Severson, representing the Michigan Association of Intermediate School Administrators. Representative Koleszar moved to adopt substitute (H-3) to SB 567. The motion prevailed 13-0-1: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Paquette, Wendzel, Johnsen. Nays: None. Pass: Rep. Markkanen. Representative Glanville offered the following amendments to SB 567: 1. Amend page 18, line 1, by striking out "Beginning in the 2027-2028 school year, by June 30" and inserting "By July 31". 2. Amend page 18, line 5, after "assessment" by striking out "and the district identified end-of-year screening assessment data". 3. Amend page 18, line 9, after "assessment" by striking out "and the district identified end-of-year screening assessment data." and inserting a period. Representative Glanville moved to adopt the amendments to SB 567. The motion prevailed 13-0-1: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Paquette, Wendzel, Johnsen. Nays: None. Pass: Rep. Markkanen. Representative Conlin moved to report SB 567 as amended, as substitute (H-5). The motion prevailed 12-1-1: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Xiong, Greene, Paquette, Wendzel, Johnsen. Nays: Rep. Wegela. Pass: Rep. Markkanen. Representative Xiong moved to adopt substitute (H-2) to SB 568. The motion prevailed 13-0- 1: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Xiong, Greene, Paquette, Wendzel, Johnsen. Nays: None. Pass: Rep. Markkanen. Representative Weiss moved to report out SB 568 with recommendation, as substitute (H-2). The motion prevailed 11-1-2: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Shannon, Weiss, Glanville, Conlin, Edwards, Xiong, Greene, Paquette, Wendzel, Johnsen. Nays: Rep. Wegela. Pass: Reps. Churches, Markkanen.
