HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. TULLIO LIBERATI CHAIR COMMITTEE MEETING MINUTES Wednesday, September 25, 2024 12:15 PM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair Liberati. The Chair requested attendance be called: Present: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Absent: None. Excused: None. Representative McFall moved to adopt the meeting minutes from June 12, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5600 before the committee: HB 5600 (Rep. Rheingans) A bill to create the office of the tribal legislative liaison; and to prescribe the powers and duties of the office, the liaison, and the legislative council. Representative Rheingans testified in support of HB 5600. Questions and discussion followed. Austin Lowes, President of United Tribes of Michigan, testified in support of HB 5600. Frank Ettawageshik, Executive Director of United Tribes of Michigan, testified in support of HB 5600. Questions and discussion followed. The following people submitted a card in support of HB 5600, but did not wish to speak: Kevin Leonard Ph. D, representing the Native American Institute- Michigan State University. Travis Schugler, representing the North American Indian Association of Detroit. Carolan Sonderegger, representing the For Love of Water. Dr. Nichole Keway Biber, representing the Little Traverse Bay Bands of Odawa Indians. Logan Vorce, representing the Michigan League of Conservation Voters. Dorie Rios, Nancy Smit and Robyn Elkins, representing the Huron Band of Potawatomi. Whitney Gravelle, representing the Bay Mills Indian Community. Representative Pohutsky moved to report out HB 5600 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Nays: None. Pass: None. The Chair laid HCR 6 before the committee: HCR 6 (Rep. Wilson) A concurrent resolution to approve the State Officers Compensation Commission determinations. Leaha Dotson, representing of the Office of Representative Wilson, testified in support of HCR 6. Justice Brian Zahra and Trevor VanDyke, representing the State Court Administrative Office, testified in support of HCR 6. Representative McFall moved to report out HCR 6 with recommendation. The motion prevailed 3-0-2: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall. Nays: None. Pass: Reps. Posthumus, Greene. There being no further business before the committee, Chair Liberati adjourned the meeting at 12:41 PM.
