JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, November 12, 2024 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Grant, Neeley, Liberati, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: Reps. Whitsett, Coffia. Excused: Reps. Whitsett, Coffia. The Chair laid SB 539 before the committee: SB 539 (Sen. Anthony) A bill to amend 1972 PA 348, entitled "An act to regulate relationships between landlords and tenants relative to rental agreements for rental units; to regulate the payment, repayment, use and investment of security deposits; to provide for commencement and termination inventories of rental units; to provide for termination arrangements relative to rental units; to provide for legal remedies; and to provide penalties," by amending section 9 (MCL 554.609). Senator Anthony and Remy Gelderloos, Deputy Chief of Staff for Senator Anthony, both testified in support of the bill. Questions and discussion followed. Erika Farley, representing the Rental Property Owners Association, testified in support of SB 539. The following people submitted a card in support of SB 539, but did not wish to speak: Holly Tatman, representing the Apartment Association of Michigan. Jim Kirsch, representing the Property Management Association of Michigan. Brad Ward, representing the Michigan Realtors. Jim Schaafsma, representing the Michigan Poverty Law Program. The Chair laid SB 536 and SB 537 before the committee: SB 536 (Sen. Wojno) A bill to amend 1974 PA 198, entitled "An act to provide for the establishment of plant rehabilitation districts and industrial development districts in local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain facilities; to impose and provide for the disposition of an administrative fee; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of the state tax commission and certain officers of local governmental units; and to provide penalties," by amending section 3 (MCL 207.553), as amended by 2010 PA 122. SB 537 (Sen. Wojno) A bill to amend 1974 PA 198, entitled "An act to provide for the establishment of plant rehabilitation districts and industrial development districts in local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain facilities; to impose and provide for the disposition of an administrative fee; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of the state tax commission and certain officers of local governmental units; and to provide penalties," by amending section 2 (MCL 207.552), as amended by 2011 PA 154. Bill Drake, representing the Office of Senator Wojno, testified in support of the bills. Jared Belka, representing the Warner Norcross, testified in support of SB 536 and SB 537. The following people submitted a card in opposition to SB 536 and SB 537, but did not wish to speak: Peter Spadafore, representing the Michigan Alliance for Student Opportunity. Matt Schueller, representing the Michigan Association of Superintendents and Administratros. Jon Severson, representing the Michigan Association of Intermediate School Administrators. Jennifer Smith, representing the Michigan Association of School Boards. Dan Behm, representing the Education Advocates of West Michigan. Bob Kefgen, representing the Michigan Association of Secondary School Principals. At 9:21 AM, the Chair laid the committee at ease. At 9:27 AM, the Chair called the committee back to order. The Chair laid SB 481 before the committee: SB 481 (Sen. Klinefelt) A bill to amend 2006 PA 317, entitled "An act to create certain entities in the Michigan strategic fund; to impose certain duties and responsibilities on those entities and on certain state employees and public employees; and to repeal acts and parts of acts," by amending section 2 (MCL 125.1972), as amended by 2010 PA 337. Representative Grant moved to report out SB 481 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Neeley, Liberati, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Nays: None. Pass: None. Representative Miller moved to excuse Representatives Whitsett and Coffia from the meeting. There being no objection the motion prevailed by unanimous consent. Representative Neeley moved to adopt the meeting minutes from June 11, 2024. There being no objection, the motion prevailed by unanimous consent.
