HELENA SCOTT CHAIR COMMITTEE MEETING MINUTES Wednesday, November 13, 2024 9:00 AM Room 519, House Office Building The House Committee on Energy, Communications, and Technology was called to order by Chair Scott. The Chair requested attendance be called: Present: Reps. Scott, Andrews, Neeley, Byrnes, Churches, Hill, MacDonell, McFall, Herzberg, Wendzel, Outman, Aragona, BeGole, Greene, Prestin, Schmaltz. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Neeley moved to adopt the meeting minutes from June 5, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6075, SB 880, SB 881 and SB 353 before the committee: HB 6075 (Rep. Scott) A bill to amend 2012 PA 615, entitled "Michigan energy assistance act," by amending section 3 (MCL 400.1233). SB 880 (Sen. Singh) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers and certain providers of electric vehicle charging services; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," by amending section 9t (MCL 460.9t), as added by 2013 PA 95. SB 881 (Sen. Outman) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers and certain providers of electric vehicle charging services; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," by amending section 9t (MCL 460.9t), as added by 2013 PA 95. SB 353 (Sen. Klinefelt) A bill to amend 2012 PA 615, entitled "Michigan energy assistance act," by amending sections 2, 3, 4, and 5 (MCL 400.1232, 400.1233, 400.1234, and 400.1235), and by adding section 4a. Senator Singh, Zac Sikkema and Renee Wilson representing the Senator Outman and Senator Kleinfelt testified in support of HB 6075, SB 880, SB 881 and SB 353. Representative Andrews moved to adopt substitute (H-1) to SB 353. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps.
