- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. TULLIO LIBERATI CHAIR COMMITTEE MEETING MINUTES Wednesday, November 13, 2024 12:00 PM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair Liberati. The Chair requested attendance be called: Present: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Absent: None. Excused: None. Representative Pohutsky moved to adopt the meeting minutes from September 25, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 982, SB 983, SB 984 and SB 1050 before the committee: SB 982 (Sen. Singh) A bill to amend 1883 PA 129, entitled "An act for the organization of telephone and messenger service companies," (MCL 484.1 to 484.10) by adding section 7. SB 983 (Sen. Lauwers) A bill to amend 1993 PA 23, entitled "Michigan limited liability company act," by amending section 705a (MCL 450.4705a), as amended by 2014 PA 559. SB 984 (Sen. Singh) A bill to amend 1972 PA 284, entitled "Business corporation act," by amending section 123 (MCL 450.1123), as amended by 2012 PA 569. SB 1050 (Sen. Anthony) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 12, 607, 699, 701, 805, and 845 (MCL 206.12, 206.607, 206.699, 206.701, 206.805, and 206.845), sections 12 and 607 as amended by 2018 PA 38, section 699 as added by 2011 PA 309, section 701 as amended by 2022 PA 148, and sections 805 and 845 as added by 2021 PA 135, and by adding section 339. Senator Singh testified in support of SBs 982, 983, 984 and 1050. Questions and discussion followed. David Lewis and Gavin Goetz, representing AT&T Michigan, testified in support of SBs 982, 983, 984 and 1050. Questions and discussion followed. The following person submitted a card with a neutral position on SB 982, SB 983, SB 984 and SB 1050, but did not wish to speak: Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. Representative Greene moved to report out SB 982 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Nays: None.
