ERIN BYRNES CHAIR COMMITTEE MEETING MINUTES Thursday, November 14, 2024 10:30 AM Room 521, House Office Building The House Committee on Ethics and Oversight was called to order by Chair Byrnes. The Chair requested attendance be called: Present: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse, Wozniak, Harris. Absent: None. Excused: None. Representative Hoskins moved to adopt the meeting minutes from June 13, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5581 before the committee: HB 5581 (Rep. Wilson) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 5 (MCL 4.415), as amended by 1986 PA 83. Representative Wilson testified in support of HB 5581. Questions and discussion followed. Erin Schor, representing the Michigan Department of State, testified in support of HB 5581. Paula Bowman & Denise Hartsough, representing the League of Women Voters of Michigan. Representative Breen moved to report out HB 5581 with recommendation. The motion prevailed 6-0-3: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela. Nays: None. Pass: Reps. Kunse, Wozniak, Harris. The Chair laid HB 5586 before the committee: HB 5586 (Rep. Hope) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 4.416a), as added by 1994 PA 383, and by adding section 6b. At 10:46 AM, the Chair laid the committee at ease. At 10:47 AM, the Chair called the committee back to order. Representative Wegela moved to report out HB 5586 with recommendation. The motion prevailed 6-0-3: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela. Nays: None. Pass: Reps. Kunse, Wozniak, Harris.
