- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Thursday, November 14, 2024 3:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole. Absent: Rep. Prestin. Excused: None. Representative Hill moved to adopt the meeting minutes from November 13, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6088 before the committee: HB 6088 (Rep. Farhat) A bill to amend 1986 PA 196, entitled "Public transportation authority act," by amending sections 8, 18, and 29 (MCL 124.458, 124.468, and 124.479), sections 8 and 18 as amended by 2006 PA 175. Representative Farhat testified in support of HB 6088. Questions and discussion followed. Assad Turfe, representing Wayne County, testified in support of HB 6088. Questions and discussion followed. Megan Owens, representing Transportation Riders United, testified in support of HB 6088. Questions and discussion followed. Brad Williams, representing the Detroit Regional Chamber, testified in support of HB 6088. The following people submitted a card in support of HB 6088, but did not wish to speak: Todd Tennis, representing the Amalgamated Transit Union. Aaron Squeo, representing the UFCW 876. Ben Stuptka, representing RTA. Ross Gavin, representing the Michigan Environmental Council. Representative Byrnes moved to report out HB 6088 with recommendation. The motion prevailed 8-3-1: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz. Nays: Reps. Paquette, Bezotte, BeGole. Pass: Rep. Zorn.
