- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Absent: Rep. Scott. Excused: Rep. Scott. Representative Wortz moved to adopt the meeting minutes from April 23, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4350 before the committee: Representative Borton testified in support of HB 4350. Questions and discussions followed. The Chair laid HB 4010 before the committee: Representative St. Germain testified in support of HB 4010. Questions and discussions followed. The following people submitted a card in support of HB 4010, but did not wish to speak: Bret Mair, representing the Michigan Boating Industries Association. Kenneth Verkest, Harrison Township Supervisor. Mark Hackel, Macomb County Executive. Steven Dobreff, representing the Freedom Boat Club. Wednesday, April 30, 2025 Noon. Room 519, House Office Building HB 4350 (Rep. Borton) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40111a (MCL 324.40111a), as amended by 2015 PA 265. HB 4010 (Rep. St. Germaine) A bill to designate Harrison Township as "Boat Town USA". Candice Miller, the Public Works Commissioner of Macomb County. Kelley Lovatil, the President, and CEO of Macomb County Chamber of Commerce. Anthony Forlini, the Macomb County Clerk. The Chair laid a presentation from the Michigan Association of Conservation Districts before the committee. President Jerry Miller and Executive Director Rivka Hodgkinson, representing the Michigan Association of Conservation Districts, gave an overview of Michigan’s conservation districts. Questions and discussions followed. Representative Fairbairn moved to excuse Representative Scott from the meeting. There being no objection the motion prevailed by unanimous consent.
