TULLIO LIBERATI CHAIR COMMITTEE MEETING MINUTES Wednesday, December 4, 2024 12:00 PM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair Liberati. The Chair requested attendance be called: Present: Reps. Liberati, Pohutsky, McFall, Posthumus. Absent: Rep. Greene. Excused: Rep. Greene. Representative McFall moved to adopt the meeting minutes from November 13, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6034 and HB 6035 before the committee: HB 6034 (Rep. Paiz) A bill to create standards and processes for the selection of materials for inclusion in or withdrawal from the collections of certain public libraries; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide remedies. HB 6035 (Rep. Glanville) A bill to create standards and processes for the selection of materials for inclusion in or withdrawal from a district library's collection; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide remedies. Representative Glanville and Representative Paiz testified in support of HBs 6034 and 6035. Kyle Zawacki, representing the American Civil Liberties Union of Michigan, testified in support of HBs 6034 and 6035. Santana) A bill to amend 1975 PA 46, entitled "An act to create the office of the legislative corrections ombudsman; to prescribe the powers and duties of the office, the ombudsman, the legislative council, and the department of corrections; and to provide remedies from administrative acts," by amending the title and sections 1, 2, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, and 14 (MCL 4.351, 4.352, 4.354, 4.355, 4.356, 4.357, 4.358, 4.359, 4.360, 4.361, 4.362, 4.363, and 4.364), sections 1, 6, 7, and 10 as amended by 1998 PA 318, sections 4, 5, 8, 9, and 13 as amended by 2018 PA 571, section 11 as amended by 1995 PA 197, and section 12 as amended by 1982 PA 170. Dr. Raphael Johnson, representing the Office of Senator Santana, and Keith Barber, representing the Office of Legislative Corrections Ombudsman, testified in support of SB 493. Walter Miller, a returning citizen, testified in support of SB 493. Terry Schuster, the New Jersey Corrections Ombudsperson, testified in support of SB 493. Barbara Oppewall, an advocate for incarcerated individuals, testified in support of SB 493. Lois Pullano, representing Citizens for Prison Reform, testified in support of SB 493. The Chair laid HB 6166 before the committee: HB 6166 (Rep. Tyrone Carter) A bill to amend 1980 PA 383, entitled "Convention and tourism marketing act," by amending section 3 (MCL 141.883). Representative Tyrone Carter and Claude Molinari, representing Visit Detroit, testified in support HB 6166. Questions and discussion followed. The following people submitted a card in support of HB 6166, but did not wish to speak: John McNamara, representing the Michigan Restaurant and Lodging Association. Representative Posthumus moved to excuse Representative Greene from the meeting. There being no objection the motion prevailed by unanimous consent.
