- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, December 4, 2024 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, Bruck, DeSana. Absent: Reps. VanderWall, Paquette, Zorn. Excused: Reps. VanderWall, Paquette, Zorn. Representative Koleszar moved to adopt the meeting minutes from November 13, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4854 and HB 5175 before the committee: HB 4854 (Rep. Scott) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1300. HB 5175 (Rep. O'Neal) A bill to amend 2005 PA 248, entitled "Children of veterans tuition grant act," by amending sections 2 and 4 (MCL 390.1342 and 390.1344). Representative Scott moved to adopt substitute (H-2) to HB 4854. The motion prevailed 9-0- 2: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz. Nays: None. Pass: Reps. Bruck, DeSana. The following person submitted a card with a neutral position on HB 4854, but did not wish to speak: Bob Kefgen, representing the Michigan Assocation of Secondary School Principals. The following people submitted a card in support of HB 4854, but did not wish to speak: Mike McCoy, representing the Sault Ste. Maire Tribe of Chippewa Indians. Jennifer Smith, representing the Michigan Assocation of School Boards. Stephanie Szymas, representing Grand Rapids Community College. Olivia Ponte, representing the Michigan Department of Education. The following person submitted a card in support of HB 4854, but due to the time constraints were unable to speak: Nichole Keway Biber, representing the Anishinaabek Caucus. Representative Rheingans moved to report out HB 4854 with recommendation, as substitute (H-2). The motion prevailed 9-0-2: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz. Nays: None. Pass: Reps. Bruck, DeSana. The following people submitted a card in support of HB 5175, but did not wish to speak: Stephanie Szymas, representing Grand Rapids Community College. Colby Spencer Cesaro, representing Michigan Independent Colleges. Representative MacDonell moved to report out HB 5175 with recommendation. The motion prevailed 9-1-1: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz. Nays: Rep. DeSana. Pass: Rep. Bruck. Representative Paiz moved to excuse Representatives VanderWall, Paquette and Zorn from the meeting. There being no objection the motion prevailed by unanimous consent.
