- HOUSE OF REPRESENTATIVES COMMITTEE ON ETHICS AND OVERSIGHT REP. ERIN BYRNES CHAIR COMMITTEE MEETING MINUTES Thursday, December 5, 2024 10:30 AM Room 521, House Office Building The House Committee on Ethics and Oversight was called to order by Chair Byrnes. The Chair requested attendance be called: Present: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse, Wozniak, Harris. Absent: None. Excused: None. Representative Breen moved to adopt the meeting minutes from November 14, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5580 and HB 5582 before the committee: HB 5580 (Rep. Brixie) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," (MCL 169.201 to 169.282) by adding section 29a. HB 5582 (Rep. Morgan) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 5 and 7 (MCL 169.205 and 169.207), section 5 as amended by 2019 PA 93 and section 7 as amended by 2001 PA 250. Representative Brixie testified in support of HB 5580. Questions and discussion followed. Representative Morgan testified in support of HB 5582. Questions and discussion followed. Erin Schor, representing the Michigan Department of State, joined to testify in support of HB 5580 and HB 5582. The following people submitted a card in support of HB 5580and HB 5582, but did not wish to speak: Roberta Duda, representing the Michigan Nurses Association Retirees Committee. Logan Vorce, representing the Michigan League of Conservation Voters. Kim Murphy-Kovalick, representing Voters Not Politicians. Henry L. Mayers, representing Michiganders for Fair and Transparent Elections, testified in support of HB 5580 and HB 5582. Questions and discussion followed. Representative Hope moved to report out HB 5580 with recommendation. The motion prevailed 7-0-2: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse. Nays: None. Pass: Reps. Wozniak, Harris. Representative Wegela moved to adopt substitute (H-1) to HB 5582. The motion prevailed 7- 0-2: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse. Nays: None. Pass: Reps. Wozniak, Harris. Representative Breen moved to report out HB 5582 with recommendation, as substitute (H- 1). The motion prevailed 7-0-2: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse. Nays: None. Pass: Reps. Wozniak, Harris.
