JENNIFER CONLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, December 10, 2024 12:00 PM Room 327, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair Conlin. The Chair requested attendance be called: Present: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Wegela, Xiong, Markkanen, Bezotte, Martin, St. Germaine. Absent: None. Excused: None. Representative Wegela moved to adopt the meeting minutes from December 3, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6144, HB 6145 and HB 6146 before the committee: HB 6144 (Rep. Brabec) A bill to amend 1935 PA 59, entitled "An act to provide for the public safety; to create the Michigan state police, and provide for the organization thereof; to transfer thereto the offices, duties and powers of the state fire marshal, the state oil inspector, the department of the Michigan state police as heretofore organized, and the department of public safety; to create the office of commissioner of the Michigan state police; to provide for an acting commissioner and for the appointment of the officers and members of said department; to prescribe their powers, duties, and immunities; to provide the manner of fixing their compensation; to provide for their removal from office; and to repeal Act No. 26 of the Public Acts of 1919, being sections 556 to 562, inclusive, of the Compiled Laws of 1929, and Act No. 123 of the Public Acts of 1921, as amended, being sections 545 to 555, inclusive, of the Compiled Laws of 1929," (MCL 28.1 to 28.16) by adding section 5a. HB 6145 (Rep. Brabec) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending sections 14 and 14a (MCL 28.434 and 28.434a), section 14 as amended by 2010 PA 295 and section 14a as amended by 2023 PA 19. HB 6146 (Rep. Price) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending sections 239 and 239a (MCL 750.239 and 750.239a), as amended by 2010 PA 294. Representative Brabeck spoke to the proposed (H-1) substitutes to HB 6145 and HB 6146. Questions and discussion followed. The following people submitted a card with a neutral position on HB 6144, HB 6145 and HB 6146, but did not wish to speak: Robert Stevenson, representing the Michigan Associations of Chief of Police. Matt Saxton, representing the Michigan Sheiff''s Association. The following people submitted a card in support of HB 6144, HB 6145 and HB 6146, but did not wish to speak: Paula Bowman & Denise Hartsough, representing the League of Women Voters of Michigan. Sean Holihan, representing Giffords. Ramya Swami, representing Brady United Against Gun Violence. The following person submitted a card in opposition to HB 6144, HB 6145 and HB 6146, but did not wish to speak: Nick Buggia, representing the National Rifle Association. Representative Shannon moved to adopt substitute (H-1) to HB 6145. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Wegela, Xiong, Markkanen, Bezotte, Martin, St. Germaine. Nays: None. Pass: None. Representative Xiong moved to adopt substitute (H-1) to HB 6146. The motion prevailed 10- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Wegela, Xiong, Markkanen, Bezotte, Martin, St. Germaine. Nays: None. Pass: None. Nays: Reps. Markkanen, Bezotte, Martin, St. Germaine. Pass: None. Representative Rogers moved to report out HB 6145 with recommendation, as substitute (H- 1). The motion prevailed 6-4-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Wegela, Xiong. Nays: Reps. Markkanen, Bezotte, Martin, St. Germaine. Pass: None. Representative Xiong moved to report out HB 6146 with recommendation, as substitute (H- 1). The motion prevailed 6-4-0: FAVORABLE ROLL CALL Yeas: Reps.
