HOUSE OF REPRESENTATIVES COMMITTEE ON ETHICS AND OVERSIGHT REP. ERIN BYRNES CHAIR COMMITTEE MEETING MINUTES Thursday, December 12, 2024 10:30 AM Room 521, House Office Building The House Committee on Ethics and Oversight was called to order by Chair Byrnes. The Chair requested attendance be called: Present: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela, Kunse, Wozniak, Harris. Absent: None. Excused: None. Representative Hope moved to adopt the meeting minutes from December 5, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5584 and HB 5585 before the committee: HB 5584 (Rep. Hill) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 4 (MCL 4.414), as amended by 2008 PA 289. HB 5585 (Rep. Coffia) A bill to amend 2023 PA 281, entitled "Public officers financial disclosure act," by amending sections 3 and 7 (MCL 15.703 and 15.707). Representative Hill testified in support of HB 5584. Questions and discussion followed. Erin Schor, representing the Michigan Department of State, testified in support of HB 5584. Questions and discussion followed. Ashleigh Schoeninger, representing the Office of Representative Coffia, testified in support of HB 5585. Questions and discussion followed. The following people submitted a card in support of HB 5584 and HB 5585, but did not wish to speak: Judy Karandjeff, representing the League of Women Voters of Michigan. Roberta Duda MS, RN, representing the Michigan Nurses Association Retiree Council. Henry Mayers, representing the Michiganders for Fair & Transparent Elections. Logan Vorce, representing the Michigan League of Conservation Voters. At 11:00 AM, the Chair laid the committee at ease. At 11:17 AM, the Chair called the committee back to order. Representative Breen moved to adopt substitute (H-1) to HB 5584. The motion prevailed 6-0- 3: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela. Nays: None. Pass: Reps. Kunse, Wozniak, Harris. Representative Hope moved to report out HB 5584 with recommendation, as substitute (H-1). The motion prevailed 6-0-3: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela. Nays: None. Pass: Reps. Kunse, Wozniak, Harris. Representative Breen moved to adopt substitute (H-2) to HB 5585. The motion prevailed 6-0- 3: FAVORABLE ROLL CALL Yeas: Reps. Byrnes, Hope, Breen, Churches, Hoskins, Wegela. Nays: None. Pass: Reps. Kunse, Wozniak, Harris.
