HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. JOSEPH A. ARAGONA CHAIR COMMITTEE MEETING MINUTES The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Linting moved to adopt the meeting minutes from April 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4276 before the committee: The following person submitted a card in support of HB 4276, but did not wish to speak: Drew Beardslee, representing the Michigan Retailers Association. Representative Liberati moved to report out HB 4276 with recommendation. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Nays: None. Pass: None. The Chair laid HB 4113 and HB 4114 before the committee: Thursday, May 1, 2025 9:00 AM Room 519, House Office Building HB 4276 (Rep. Snyder) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 541 (MCL 436.1541), as amended by 2016 PA 434. HB 4113 (Rep. Steckloff) A bill to amend 1998 PA 58, entitled Representative Steckloff testified in support of HB 4113 and HB 4114. Questions and discussions followed. Jerry Griffin, representing the Midwest Independent Retailers, testified in support of HB 4113 and HB 4114. Questions and discussions followed. David Martin, representing the Michigan Liquor Control Commission, testified in opposition to HB 4113 and HB 4114. Questions and discussions followed. The following people submitted a card in support of HB 4113 and HB 4114, but did not wish to speak: Scott Ellis, representing the Michigan Licensed Beverage Association. Mark Griffin, representing the Michigan Petroleum Association and the Michigan Association of Convenience Stores. Representative Grant moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
