KEVIN COLEMAN CHAIR COMMITTEE MEETING MINUTES Thursday, September 14, 2023 10:30 AM Room 326, House Office Building The House Economic Development and Small Business Subcommittee on Housing was called to order by Chair Coleman. The Chair requested attendance be called: Present: Reps. Coleman, Stone, Scott, Andrews, Grant, Tsernoglou, Aragona, Zorn, Fink, DeBoyer. Absent: Rep. Dievendorf. Excused: Rep. Dievendorf. Representative Tsernoglou moved to adopt the meeting minutes from May 18, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4891 before the committee: HB 4891 (Rep. Andrews) A bill to amend 1972 PA 348, entitled "An act to regulate relationships between landlords and tenants relative to rental agreements for rental units; to regulate the payment, repayment, use and investment of security deposits; to provide for commencement and termination inventories of rental units; to provide for termination arrangements relative to rental units; to provide for legal remedies; and to provide penalties," (MCL 554.601 to 554.616) by amending the title and by adding section 7a. Representative Andrews testified in support of HB 4891. Questions and discussion followed. Erika Farley, representing the Rental Property Owners Association of Michigan, testified in opposition to HB 4891. Questions and discussion followed. William Lawrence, representing Rent Is Too Damn High testified, with a neutral position on HB 4891. Questions and discussion followed. Kyle Richard, representing Rent Is Too Damn High, testified in support of HB 4891. Kelsey Brianna, representing For Our Future Michigan, testified in support of HB 4891. The following people submitted a card in support of HB 4891, but did not wish to speak: Lisa Chapman, representing the Michigan Coalition Against Homelessness. Rachel Richards, representing the Michigan League for Public Policy. Jom Schaafsma, representing the Michigan Poverty Law Program. Todd Tennis, representing the Center for Civil Justice. The following people submitted a card in opposition to HB 4891, but did not wish to speak: Rebecca Berke, representing Michigan Realtors. Jim Kirsch, representing the Property Management Association of Michigan. Forrest Wall, representing the Apartment Association of Michigan. John Lindley, representing the Michigan Manufactured Housing Association. Tim Langholz, representing the National Federation of Independent Business. Representative Grant moved to excuse Representative Dievendorf from the meeting. There being no objection the motion prevailed by unanimous consent.
