HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY SUBCOMMITTEE ON BEHAVIORAL HEALTH REP. FELICIA BRABEC CHAIR COMMITTEE MEETING MINUTES Thursday, September 14, 2023 9:00 AM Room 519, House Office Building The House Health Policy Subcommittee on Behavioral Health was called to order by Chair Brabec. The Chair requested attendance be called: Present: Reps. Brabec, Arbit, Pohutsky, Glanville, Edwards, MacDonell, Rheingans, Schmaltz, Hoadley, St. Germaine, Thompson. Absent: None. Excused: None. Representative Glanville moved to adopt the meeting minutes from September 7, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4081 before the committee: HB 4081 (Rep. Brabec) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1173. At 9:07 AM, the Chair laid the committee at ease. At 9:08 AM, Majority Vice Chair Arbit called the committee back to order. Chair Brabec testified in support of HB 4081. Questions and discussion followed. At 9:24 AM, Majority Vice Chair Arbit laid the committee at ease. At 9:25 AM, the Chair called the committee back to order. Samantha Zill and Rebekah Ward, both representing the Michigan School Counselor Association, testified in support of HB 4081. Questions and discussion followed. Dr. Sheryl Kennedy, representing the Michigan Department of Education, testified in opposition to HB 4081. Questions and discussion followed. The following person submitted a card in support of HB 4081, but did not wish to speak: Ryan Fewins-Bliss, representing the Michigan College Access Network.
