KEVIN COLEMAN CHAIR COMMITTEE MEETING MINUTES Thursday, October 12, 2023 10:30 AM Room 326, House Office Building The House Economic Development and Small Business Subcommittee on Housing was called to order by Chair Coleman. The Chair requested attendance be called: Present: Reps. Coleman, Dievendorf, Stone, Scott, Andrews, Grant, Tsernoglou, Aragona, Zorn, Fink, DeBoyer. Absent: None. Excused: None. Representative Andrews moved to adopt the meeting minutes from October 5, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5029, HB 5030, HB 5031, HB 5032 and HB 5033 before the committee: HB 5029 (Rep. McKinney) A bill to amend 1945 PA 200, entitled "An act to define a marketable record title to an interest in land; to require the filing of notices of claim of interest in such land in certain cases within a definite period of time and to require the recording thereof; to make invalid and of no force or effect all claims with respect to the land affected thereby where no such notices of claim of interest are filed within the required period; to provide for certain penalties for filing slanderous notices of claim of interest, and to provide certain exceptions to the applicability and operation thereof," by amending section 4 (MCL 565.104), as amended by 2022 PA 235. HB 5030 (Rep. Coffia) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 30 (MCL 125.1430), as amended by 1982 PA 506. HB 5031 (Rep. Puri) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 21 (MCL 125.1421), as amended by 2000 PA 257. HB 5032 (Rep. Snyder) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 44 (MCL 125.1444), as amended by 2017 PA 127. HB 5033 (Rep. McKinney) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 22 (MCL 125.1422), as amended by 2012 PA 327. Amy Hovey, Clarence Stone, and Jeff Sykes, representing the Michigan State Housing Development Authority, testified in support of HB 5029, HB 5030, HB 5031, HB 5032, and HB 5033. Dan Grzywacz, representing the Michigan Mortgage Lenders Association, testified in support of HB 5030, HB 5031, and HB 5032. Dawn Crandall, representing the Home Builders Association of Michigan, testified in support of HB 5032. Questions and discussion followed. The Chair invited Jonathan Evans, representing people experiencing homelessness, to give a presentation on Housing Issues in Michigan. The following person submitted a card with a neutral position on HB 5029, HB 5030, HB 5031, HB 5032 and HB 5033, but did not wish to speak: Kyle Richard, representing the Rent is Too Damn High. The following people submitted a card in support of HB 5029, HB 5030, HB 5031, HB 5032 and HB 5033, but did not wish to speak: Henry Wolf, representing Traverse Connect and the Northern Michigan Chamber Alliance. Nikki Devitt, representing the Petoskey Regional Chamber. The following people submitted a card in support of HB 5032, but did not wish to speak: Alex Morris, representing the Michigan Bankers. Brad Ward, representing the Michigan Realtors. There being no further business before the subcommittee, Chair Coleman adjourned the meeting at 10:51 AM.
