KRISTIAN GRANT CHAIR COMMITTEE MEETING MINUTES Thursday, November 14, 2024 10:30 AM Room 326, House Office Building The House Economic Development and Small Business Subcommittee on Housing was called to order by Chair Grant. The Chair requested attendance be called: Present: Reps. Grant, Dievendorf, Scott, Andrews, Tsernoglou, Aragona, Fink. Absent: Reps. Zorn, DeBoyer. Excused: Reps. Zorn, DeBoyer. Representative Tsernoglou moved to adopt the meeting minutes from May 23, 2024. There being no objection, the motion prevailed by unanimous consent. Representative Aiyash, joined by Lisa Tencer, representing the Vera Institute of Justice, testified in support of HB 4878. Erika Farley, Representing Rental Property Owners Association, testified in opposition of HB 4878. Dianne Shortey, representing Frank's Christian's Hope Co-op Corp, joined by Daniel Keith Arnold, representing Nation Outside, testified in support of HB 4878. The following people submitted a card in support of HB 4878, but did not wish to speak: Lisa Chapman, representing the Michigan Coalition Against Homelessness. Thomas Visco, representing the Michigan Community Action. Jessica AcMoody, representing the Community Economic Development Association of Michigan. There being no objection the motion prevailed by unanimous consent. Representative Andrews moved to refer House Bill No. 4919 to the Committee on Economic Development and Small Business. The motion prevailed 5-2-0: FAVORABLE ROLL CALL Yeas: Reps. Grant, Dievendorf, Scott, Andrews, Tsernoglou. Nays: Reps. Aragona, Fink. Pass: None. The Chair laid HB 4878 and HB 4919 before the committee: HB 4878 (Rep. Aiyash) An act to prohibit landlords from requiring certain disclosures from certain applicants for rental units or taking adverse actions against certain applicants based on certain disclosures; to provide exceptions; to require the promulgation of rules; to provide remedies; to prescribe civil sanctions; and to provide for the powers and duties of certain state and local governmental officers and entities. HB 4919 (Rep. Dievendorf) A bill to establish a bill of rights for the homeless; and to provide a remedy for violation of those rights. There being no further business before the subcommittee, Chair Grant adjourned the meeting at 11:09 AM.
