HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT REP. STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Thursday, February 4, 2021 10:30 AM Room 521, House Office Building The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Absent: None. Excused: None. Representative Outman moved to adopt the meeting minutes from January 28, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 23 before the committee: HR 23 (Rep. Beson) A resolution to urge the Governor and the Michigan Department of Health and Human Services to lift the suspension on high school sports and allow play to resume immediately. Representative Beson, testified in support of HR 23. Questions and discussion followed. Representative Brixie offered the following amendment to HR 23: 1. Amend page 2, line 29, after "outbreaks;" by striking out the balance of the page through "it" on line 1 of page 3 and inserting "and Whereas, Sports are part of a well-rounded educational experience, but getting students back in the classroom is the most important aspect for their long-term development. To achieve this, the Legislature should immediately appropriate the federal relief dollars our school districts need to implement their reopening plans and fund the testing and other costs that will be incurred to reopen sports in a manner that effectively mitigates the spread of COVID-19; now, therefore, be it". Representative Brixie spoke to her amendment. Representative Brixie moved to adopt the amendment to HR 23. The motion did not prevail 3-6-0: UNFAVORABLE ROLL CALL Yeas: Reps. Brixie, LaGrand, Young. Nays: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak. Pass: None. Representative O'Malley moved to report out HR 23 with recommendation. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak. Nays: Reps. Brixie, LaGrand, Young. Pass: None. The Chair laid the following before the committee: Review on DHHS Vaccine Rollout Plan. Elizabeth Hertel, representing the Michigan Department of Health and Human Services, testified regarding the Vaccine Rollout Plan. Questions and discussion followed. Rosanne Marchetti, representing the Cass County Commissioner and Van Buren and Cass County Health Board, testified regarding the Vaccine Rollout Plan. Questions and discussion followed.
