HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 9, 2021 9:00 AM Room 308, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Calley, Steven Johnson, Filler, Koleszar. Absent: Reps. Wendzel, Whitsett. Excused: Reps. Wendzel, Whitsett. Representative Calley moved to adopt the minutes from the February 2nd, 2021 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4127, HB 4128, HB 4129, HB 4130, HB 4131, HB 4132, HB 4133, HB 4134 and HB 4135 before the committee: HB 4127 (Rep. Hall) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 510 (MCL 168.510). HB 4128 (Rep. Calley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 509bb (MCL 168.509bb), as added by 1994 PA 441. HB 4129 (Rep. Marino) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 33a. HB 4130 (Rep. Koleszar) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 8 (MCL 4.418), as amended by 1994 PA 412. HB 4131 (Rep. Sabo) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 16 (MCL 169.216), as amended by 2017 PA 184. HB 4132 (Rep. Wendzel) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2020 PA 177. HB 4133 (Rep. Bollin) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d of chapter XVII (MCL 777.11d), as amended by 2018 PA 661. HB 4134 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 658, 659, and 661 (MCL 168.658, 168.659, and 168.661), sections 658 and 661 as amended by 2012 PA 270 and section 659 as amended by 2014 PA 94, and by adding section 759e. HB 4135 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 765a (MCL 168.765a), as amended by 2020 PA 177. Representative Calley, testified in support of HB 4127, HB 4128 and HB 4129. Questions and discussion followed. Adam Reames, representing the Michigan Department of State, testified in support of HB 4127, HB 4128, HB 4129, HB 4130, HB 4131, HB 4132, HB 4133 and HB 4135. Questions and discussion followed. At 9:24 AM, the Chair called the committee back to order. Tom Frazier, representing the Michigan Townships Association, testified with no position on HB 4135. Questions and discussion followed. Amber McReynolds, representing the National Vote From Home, testified in support of HB 4134 and HB 4135. Questions and discussion followed. The following people submitted a card in support of HB 4134, but did not wish to speak: Tom Frazier, representing the Michigan Townships Association. The following people submitted a card in opposition to HB 4132, HB 4133 and HB 4134, but did not wish to speak: Alex Rossman, representing the Michigan League of Public Policy. Merissa Kovach, representing the ACLU Michigan. Representative Calley moved to excuse Representatives Wendzel and Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Bollin adjourned the meeting at 9:34 AM.
