- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Absent: Rep. Bruck. Excused: Rep. Bruck. Representative Alexander moved to adopt the meeting minutes from April 29, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4343 and HB 4344 before the committee: Representative Borton and Representative Prestin testified in support of HB 4343 and HB 4344. Questions and discussions followed. Wayne Kohley, representing the Michigan Propane Gas Association, testified in support of HB 4343 and HB 4344. Questions and discussions followed. The following people submitted a card in support of HB 4343 and HB 4344, but did not wish to speak: Jill Sokacz, CEO, representing the Michigan Trucking Association. Borton) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 722 (MCL 257.722), as amended by 2024 PA 106. HB 4344 (Rep. Prestin) A bill to amend 1963 PA 181, entitled "Motor carrier safety act of 1963," by amending section 1a (MCL 480.11a), as amended by 2018 PA 559. Ed Noyla, representing the County Road Association. The Chair laid HB 4203 before the committee: Representative Johnsen testified in support of HB 4203. Questions and discussions followed. Josh Clayton, representing the Michigan Towing Association, testified in support of HB 4203. Questions and discussions followed. The Chair laid SB 71 before the committee: Representative Kunse moved to report out SB 71 with recommendation. The motion prevailed 11-1-4: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg and Koleszar. Nays: Rep. Wilson. Pass: Reps. Hope, Andrews, Grant and Miller. Representative Alexander moved to excuse Representative Bruck from the meeting. There being no objection the motion prevailed by unanimous consent.
