JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, February 18, 2021 10:30 AM Room 519, House Office Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Calley, Schroeder, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: None. Excused: None. Representative Schroeder attended the meeting remotely. Representative Clements moved to adopt the meeting minutes from February 11, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4224 and HB 4225 before the committee: HB 4224 (Rep. Lilly) A bill to amend 1933 PA 167, entitled "General sales tax act," (MCL 205.51 to 205.78) by adding section 4gg. HB 4225 (Rep. Anthony) A bill to amend 1937 PA 94, entitled "Use tax act," (MCL 205.91 to 205.111) by adding section 4gg. Representative Clements moved to adopt substitute (H-1) to HB 4224. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Nays: None. Pass: None. Representative Anthony moved to adopt substitute (H-1) to HB 4225. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Nays: None. Pass: None. The Chair handed the gavel over to Vice Chair Clements at 10:37 a.m. Representative Lilly, testified in support of HB 4224 and HB 4225. Representative Anthony, testified in support of HB 4224 and HB 4225. The Chair returned to the gavel at 10:45 a.m. Matt Patton, representing the Detroit Regional Chamber, testified in support of HB 4224 and HB 4225. Aaron Keel, representing the Michigan Department of Treasury, testified with no position on HB 4224 and HB 4225. David Foos, representing the Michigan Department of Treasury, testified with no position on HB 4224 and HB 4225.
