HOUSE OF REPRESENTATIVES COMMITTEE ON WORKFORCE, TRADES, AND TALENT REP. BETH GRIFFIN CHAIR COMMITTEE MEETING MINUTES Thursday, February 18, 2021 9:00 a.m. Room 519, House Office Building The House Committee on Workforce, Trades, and Talent was called to order by the Chair. The Chair requested attendance be called. The Clerk called and announced a quorum was present. Present: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Absent: None. Excused: None. Representative Farrington moved to adopt the meeting minutes from February 11, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4040 before the committee: HB 4040 (Rep. Frederick) A bill to amend 1943 PA 148, entitled "Proprietary schools act," by amending section 1a (MCL 395.101a), as amended by 2016 PA 146. Representative Ben Fredrick, the bill sponsor, explained HB 4040 to the committee members. Howard Hipes, Apprentice, Training, and Mentoring Coordinator and Recruiter for the Michigan Brick Layers, testified in support of HB 4040. Questions followed. Lee Graham, Treasurer and Executive Director of the Labor-Management Education Committee for the Operating Engineers 324 testified in support of HB 4040. Questions followed. Jonathan Byrd, the Director of External Affairs for Michigan Laborers District Council, testified in support of HB 4040. Questions followed. Andrew Beardslee, Legislative Analyst for the Michigan Department of Labor and Economic Opportunity submitted a testimony card stating the department is neutral on HB 4040, but did not wish to speak. There being no further business before the committee; Representative Eisen moved that the committee adjourned.
