ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 23, 2021 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by the Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Koleszar moved to adopt the meeting minutes from February 16, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4127, HB 4128, HB 4129, HB 4130, HB 4131, HB 4132, HB 4133, HB 4134 and HB 4135 before the committee: HB 4127 (Rep. Hall) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 510 (MCL 168.510). HB 4128 (Rep. Calley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 509bb (MCL 168.509bb), as added by 1994 PA 441. HB 4129 (Rep. Marino) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 33a. HB 4130 (Rep. Koleszar) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 8 (MCL 4.418), as amended by 1994 PA 412. Bollin) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d of chapter XVII (MCL 777.11d), as amended by 2018 PA 661. HB 4134 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 658, 659, and 661 (MCL 168.658, 168.659, and 168.661), sections 658 and 661 as amended by 2012 PA 270 and section 659 as amended by 2014 PA 94, and by adding section 759e. HB 4135 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 765a (MCL 168.765a), as amended by 2020 PA 177. Adam Reames, representing the Michigan Department of State, testified in opposition to HB 4127(H-1)and HB 4128(H-1). Amend page 2, line 7, after "must" by striking out the balance of the subdivision and inserting "sign his or her name.". 2. Amend page 2, line 18, after the first "birth" by striking out "and proof of date of birth". 3. Amend page 2, line 21, after "card" by striking out "and provide proof of date of birth". 4. Amend page 3, line 1, by striking out all of subsection (3) and renumbering the remaining subsections. 5. Amend page 3, line 7, after "subsection" by striking out "(5)," and inserting "(4),". 6. Amend page 3, line 8, after "card" by striking out the comma and "and provides proof of his or her date of birth,". Representative Koleszar moved to adopt the amendments to HB 4127(H-1). Amend page 3, line 19, after "act." by inserting "The city or township clerk shall notify the elector that his or her signature on the return card did not match the signature for that elector on the qualified voter file and that his or her registration record is considered challenged. The notice to the elector under this subsection must include the steps the elector must take in order to no longer have his or her registration record considered to be challenged.". Representative Koleszar moved to adopt the amendment to HB 4127(H-1). The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett.
