- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman, Myers-Phillips and Wooden. Absent: Rep. Arbit. Excused: Rep. Arbit. Representative St. Germaine moved to adopt the meeting minutes from April 30, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4350 before the committee: Representative Hoadley moved to report out HB 4350 with recommendation. The motion prevailed 13-0-3: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott and Foreman. Nays: None. Pass: Reps. Weiss, Myers-Phillips and Wooden. The Chair laid HB 4010 before the committee: Wednesday, May 7, 2025 Noon. Room 519, House Office Building HB 4350 (Rep. Borton) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40111a (MCL 324.40111a), as amended by 2015 PA 265. HB 4010 (Rep. St. Germaine) A bill to designate Harrison Township as "Boat Town USA". Representative St. Germaine moved to report out HB 4010 with recommendation. The motion prevailed 11-2-3: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Wortz, McFall and Scott. Nays: Reps. The Chair laid HR 91 before the committee: Representative Prestin testified in support of HR 91. Questions and discussions followed. Nichole Kiway Biber, a tribal citizen of the Little Traverse Bay Band of Odawa, testified in opposition to HR 91. HR 77 (Rep. VanWoerkom) A resolution urging Illinois Governor JB Pritzker to resume construction of the Brandon Road Interbasin Project to prevent the spread of Asian carp into the Great Lakes. HR 91 (Rep. Prestin) A resolution to support President Trump’s policies to increase the nation’s energy infrastructure and security, which have facilitated emergency permitting for the Enbridge Line 5 project. Sean McBrearty, representing Clean Water Action, testified in support of HR 91. The following people submitted a card in opposition to HR 91, but did not wish to speak: Christy McGillivray, representing the Sierra Club Michigan. Ross Gavin, representing the Michigan Environmental Council. Representative Prestin moved to report out HR 91 with recommendation. The motion prevailed 9-6-1: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak and Fairbairn. Nays: Reps. McFall, Scott, Weiss, Foreman, Myers-Phillips and Wooden. Pass: Rep. Wortz. The Chair laid a presentation by the Michigan Boating Industries Association before the committee. Nicki Polan, representing the Michigan Boating Industries Association, gave an overview of boating in Michigan. Questions and discussions followed. The Chair laid a presentation by Blue Economy before the committee. Dr. Kelley Lovati, Gerard Santoro, and Steve Remias, representing Blue Economy, presented on the status and purpose of the Blue Economy Task Force. Questions and discussions followed. The Chair laid a presentation by the Michigan Association of Timbermen before the committee. Jim Maeder and Joe Doyle, representing the Michigan Association of Timbermen, testified on the effects of the recent ice storm on timber in Michigan. Questions and discussions followed. Representative Outman moved to excuse Representative Arbit from the meeting. There being no objection the motion prevailed by unanimous consent.
