- HOUSE OF REPRESENTATIVES COMMITTEE ON WORKFORCE, TRADES, AND TALENT REP. BETH GRIFFIN CHAIR COMMITTEE MEETING MINUTES Thursday, February 25, 2021 9:00 a. m. Room 519, House Office Building The House Committee on Workforce, Trades, and Talent was called to order by the Chair. The Chair requested attendance be called: The Clerk called the attendance and a quorum was present. Present: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Absent: None. Excused: None. Representative Martin moved to adopt the meeting minutes from February 18, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4040 before the committee: HB 4040 (Rep. Frederick) A bill to amend 1943 PA 148, entitled "Proprietary schools act," by amending section 1a (MCL 395.101a), as amended by 2016 PA 146. Craig Petersen, Legislative Assistant to Representative Ben Fredrick, the bill sponsor, explained the (H-1) substitute to the committee. Representative Martin moved to adopt substitute (H-1) to HB 4040. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Nays: None. Pass: None. David Q. Worthams, Director of Human Resource Policy for Michigan Manufacturers Association, submitted a testimony card in support of HB 4040, but did not wish to speak. Representative Martin moved to report out HB 4040 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Nays: None. Pass: None. There being no further business before the committee; Representative Markkanen moved that the committee adjourn.
