- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, March 2, 2021 12:00 PM Room 521, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. At 12:00 PM, the Chair laid the committee at ease. At 12:01 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Absent: None. Excused: None. Representative Steenland moved to adopt the meeting minutes from February 23, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4122 before the committee: HB 4122 (Rep. Glenn) A bill to amend 1953 PA 192, entitled "An act to create a county department of veterans' affairs in certain counties, and to prescribe its powers and duties; to create the county veteran service fund and to provide for contributions to and expenditures from that fund; and to transfer the powers and duties of the soldiers' relief commission in those counties," by amending section 3a (MCL 35.623a), as amended by 2018 PA 514. Representative Steenland moved to adopt substitute (H-1) to HB 4122. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Nays: None. Pass: None. Representative Beeler moved to report out HB 4122 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Nays: None. Pass: None. The Chair laid HB 4029 before the committee: HB 4029 (Rep. Hoitenga) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 224a (MCL 750.224a), as amended by 2012 PA 122. Representative Hoitenga introduced the bill. Questions and discussion followed. Rochelle Morton, representing Damsels in Defense, testified in support of HB 4029. Questions and discussion followed. The following person submitted a card in opposition to HB 4029, but did not wish to speak: Matt Saxton, representing the Michigan Sheriffs' Association.
