ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, March 9, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Jones, Yancey, Garza, Witwer, Steenland. Absent: None. Excused: None. Representative Damoose moved to adopt the meeting minutes from March 2, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4376 and HB 4377 before the committee: HB 4376 (Rep. Schroeder) A bill to amend 1979 PA 152, entitled "State license fee act," by amending section 4 (MCL 338.2204), as added by 2014 PA 127. HB 4377 (Rep. Anthony) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," by amending sections 103, 105, 107, 219, and 417 (MCL 339.5103, 339.5105, 339.5107, 339.5219, and 339.5417), and by adding section 223. Representative Hoitenga moved to adopt substitute (H-1) to HB 4376. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Mueller, Wendzel, Clements, Damoose, Hertel, Jones, Yancey, Witwer, Steenland. Nays: None. Pass: None. Representative Jones moved to adopt substitute (H-1) to HB 4377. Fred Schaible, representing the Michigan Department of Military and Veterans Affairs, testified in support of HB 4376 and HB 4377. Alex Houseman, representing the Michigan Realtors Association. The Chair laid HB 4443 and HB 4444 before the committee: HB 4443 (Rep. Lilly) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding sections 279 and 679. HB 4444 (Rep. Hertel) A bill to amend 1976 IL 1, entitled "A petition to initiate legislation to provide for the use of returnable containers for soft drinks, soda water, carbonated natural or mineral water, other nonalcoholic carbonated drink, and for beer, ale, or other malt drink of whatever alcoholic content, and for certain other beverage containers; to provide for the use of unredeemed bottle deposits; to prescribe the powers and duties of certain state agencies and officials; and to prescribe penalties and provide remedies," by amending section 3c (MCL 445.573c), as amended by 1996 PA 384. Representative Lilly and Representative Hertel, testified in support of HB 4443 and HB 4444. Questions and discussion followed.
