- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Wednesday, March 10, 2021 10:30 AM Room 521, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Absent: None. Excused: None. LT. Colonel James Matthews, representing the Civil Air Patrol, gave a presentation. Representative Martin moved to adopt the meeting minutes from March 2, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4029 before the committee: HB 4029 (Rep. Hoitenga) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 224a (MCL 750.224a), as amended by 2012 PA 122. The following person submitted a card in support of HB 4029, but did not wish to speak: Brady Schickinger, representing the Michigan Coalition for Responsible Gun Owners. Representative Beeler moved to report out HB 4029 with recommendation. The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Steenland. Nays: Rep. Rogers. Pass: None. The Chair laid HR 47 before the committee: HR 47 (Rep. Damoose) A resolution to call on the National Guard Bureau to immediately end the current food contract for the 1,000 Michigan National Guard Service members deployed to Washington, D.C., and provide a per diem food allowance backdated to the start of the mobilization. Representative Damoose and Representative Martin testified in support of the resolution. Questions and discussion followed. A constituent of Representative Damoose testified on the resolution. Questions and discussion followed. Representative Steenland moved to report out HR 47 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Nays: None. Pass: None. Lt. Colonel James Matthews, representing the Civil Air Patrol, returned to answer questions. Lt. Colonel Michael Ewing, Captain Charles Shelton, and Representative Martin, also a Command Sergeant Major, representing the Michigan Volunteer Defense Force, gave a presentation. Questions and discussion followed. There being no further business before the committee, Chair LaFave adjourned the meeting at 11:33 AM.
